공직동기와 이타주의 관계에 대한 집합 개념적 고찰

Relation of PSM and Altruism in Set Term

공직동기는 이타적인 동기로서 타인의 이익을 위한 이타적 행동을 이끄는 원동력으로 작용한다. 공직동기는 타인의 이익을 우선하는 타인지향적인 이타주의와 밀접한 관계를 가지고 있다. 공직동기와 이타주의의 관계에 대하여이타주의 유형들을 구성원소로 하는 집합 개념의 차원에서 연구가 이루어졌다. 이타주의 집합의 구성원소들은 시혜적 이타주의, 호혜적 이타주의, 협력적 이타주의, 윤리적 이타주의, 공감적이타주의, 희생적 이타주의이다. 공직동기 집합의 구성원소들은 윤리적 이타주의, 공감적 이타주의, 희생적 이타주의이다. 공직동기는 이타주의의 부분집합임이 밝혀졌다. 공직동기 집합에 포함된 이타주의 유형들은 행위자가 동기에서 자기의 이익에 관한 이해타산적인 셈법이 없고 오로지 타인의 이익만을 목적으로 하는 무보상의 순수한 이타주의이다. 공직동기 집합에 포함되지 않은 다른 이타주의 유형들은 이기적인 동기와 연결되는 것이어서 불순한 이타주의이다. 이타적 동기인 공직동기를 보유한 공직자들은 불순한 이타주의자가 아니라 순수한 이타주의자로서 자기의 사적이익을 도모하지 않고 대민 서비스를 제공해야 하는 당위적인 책무를 진다.

Public Service Motivation(PSM) operates as the motivational force to induce the acts for the benefit of others except self. PSM has the close relationship with other-oriented altruism. The study of their relationship was performed based on altruistic types in the dimension of set theory. The elements of altruism were almsgiving altruism, reciprocal altruism, cooperative altruism, ethical altruism, empathetic altruism, self-sacrificial altruism. The elements of PSM were ethical altruism, empathetic altruism, self-sacrificial altruism. So PSM was elicited as the subset of altruism. The altruistic types included in the set of PSM are the pure altruism aiming at the goal itself to benefit others without any rewards calculated in the motive. The altruistic types not included in the set of PSM are the impure altruism connected with the egoistic motive. All of the public servants keeping PSM as altruistic motivation have the should-be responsibility for delivering public service without the pursuit of self-interest.
