코로나19 시대에 학교 교육 위기의 대응 방향

Response to school education crisis in the era of COVID-19

대규모의 자연재해나 붕괴, 감염 등의 사고는 인간이 예측하기 어려운 경우도 많이 있지만, 반대로 조금만 주의했다면 피할 수 있는, 이른바 인재(人災)인 경우도 적지 않았다. 이렇게 여러 유형의 재난이 계속 발생하는 상황에서 국가가 국민을 안전하게 보호하는 것이 중요한 과제가 되었다. 코로나19의 대유행으로 우리의 일상은 완전히 바뀌게 되었고, 학교와 학생들도 많은 변화를 겪었다. 학교 현장에서 교사와 학생들은 갑작스러운 원격수업 기자재 수급의 어려움, 사용법 미숙, 교육 관련 콘텐츠 부족 등으로 혼란스러운 상황이었고, 원격수업으로 인한 집중력 저하, 학습 피로감 가중 등의 문제가 발생하기도 했다. 그 외에도 학생들이 집에 체류하는 시간이 많아지면서 가족들 간에 유대감이 강화되기도 하지만, 반대로 가정 내에서 가정폭력이나 아동학대와 같은 또 다른 문제가 발생하게 되었다. 본 논문은 코로나19 상황 이후에 학력 격차, 아동 돌봄 등 교육의 문제를 검토하고, 외국에서 학력 격차 해소 노력, 아동 돌봄과 학교급식 지원 동향을 살펴보면서 현재의 위기 상황에서 학생들의 안전을 위한 대응 방향을 제시하고자 한다.

Accidents such as large-scale natural disasters, collapses, and infections are often difficult for humans to predict, but conversely, there are many cases of so-called human resources that can be avoided with a little caution. In a situation where various types of disasters continue to occur, it has become an important task for the state to protect the people safely. The COVID-19 pandemic has completely changed our daily lives, and schools and students have also undergone many changes. At the school site, teachers and students were in a confusing situation due to sudden difficulties in supplying equipment for remote learning, inexperience in how to use, and lack of education-related content. In addition, as students spend more time at home, the bond between family members is strengthened, but on the contrary, other problems such as domestic violence and child abuse have arisen within the home. This thesis briefly examines the constitutional significance of the right to safety, examines various situations that threaten the safety of students, and compares the trends of foreign child care systems and school meals with those of our country to ensure safety in the current crisis. We would like to suggest a response direction and plan for this.
