이 연구의 목적은 광주지역의 성매매 청소녀를 지원하는 체계를 검토하고, 나아가 반성매매 여성단체의 활동으로 시작된 ‘1318뽀송뽀송 아지트’(이하, 아지트) 활동의 의미와 한계를 분석하는데 있다. 이를 위해 청소녀의 성매매 문제가 본격적으로 가시화된 2000년대 이후를 중심으로 지역에서의 청소녀 성매매인식과 행정지원체계의 변화를 살폈다. 두 번째, 성매매 청소녀를 지원하기 위해 여성단체에서 기획한 아지트의 주요 활동 사례를 검토하였다. 2010년부터 2015년까지 운영되었던 아지트는 당시 지역에서 쪽방촌으로 알려진 광주 동구 금동지역에 설립되었으며, 아지트를 중심으로 성매매 청소녀를 발굴하고 생계지원을 하였다. 지역에서 성매매 피해 청소녀에 대한 보호와 범죄예방에 집중된 지원체계 속에서, 쪽방촌에 거주한 십대들에 대한 생계지원과 아웃리치 등 거리에서 직접 개입하는 과정은 필수적인 사회적 지원(긴급구호, 의료지원 등)이외에 새로운 거주 지원서비스의 필요를 보여준다. 특히 쪽방촌내에서 또래 집단이 집단적으로 함께 생활하는 과정에서 청소녀 성매매가 이뤄지고 있다는 점에서, 청소녀의 성매매를 지원하는 방식과 이에 대한 인식전환이 필요함을 보여준다. 이에 이 연구는 성매매 형태의 다변화 속에서도 현장형 지원 프로그램의 필요성을 제시하고, 성매매 청소녀를 지원하는 성인지적인 통합형 지역사회 지원체계 방안이 마련되어야 함을 제언하였다.
The purpose of this study is to explore the tasks of the support system for prostitution juveniles in the Gwangju area, and further analyze the meaning and limitations of the ‘1318 Soft Hideout’ (hereinafter referred to as ‘Ajit’) activity, which was started as an activity of an anti-prostitution women’s group. To this end, we looked at the changes and limitations of the support system centered on local awareness and governments, centered on the 2000s, when the problem of prostitution among teenage women became visible. Second, the case of Ajit in Gwangju, which was prepared as an intervention program to support teenage prostitutes, was reviewed. The local community has established a support system focused on the protection and control of teenage prostitutes. In particular, in that prostitution of young women is being conducted in the process of collective life of peer groups in jjokbang villages, it is necessary to change the way to support young women s prostitution and to change the perception of it. Based on this, this study suggests the need for essential services, on-site support programs and suggests that an integrated community support system plan should be prepared from a gender perspective to support teenage prostitutes.
