공립학교 교직원의 내부청렴도에 영향을 미치는 요인 분석

Exploring Factors Affecting Public School Members Awareness of Internal Integrity: A Case of Jeollanam-do Office of Education

연구목적: 본 연구는 전라남도교육청 소속 공립학교 교직원이 인식하는 내부청렴도 수준을 조사하여 내부청렴도에 영향을 미치는 변인들의 상대적 영향력을 검증하는 데 그 목적이 있다. 연구방법: 전라남도교육청 소속 공립학교 교직원 2,223명을 대상으로 온라인 설문조사를 실시하였다. 수집된 자료를 활용하여 t-test와 One way ANOVA, 위계적 회귀분석을 실시하였다. 연구결과: 배경 변인에 따른 내부청렴도 인식 차이를 분석한 결과, 재직기간이 긴 집단과 관리자 집단, 정규직 집단의 내부청렴도 인식 수준이 높은 것으로 확인되었다. 위계적 회귀분석 결과, 개인적 요인, 제도적 요인, 문화적 요인이 모두 내부청렴도에 유의미한 정적 영향을 미쳤으며 문화적 요인의 영향력이 가장 큰 것으로 분석되었다. 위계적 회귀분석의 세 가지 모형은 모두 통계적으로 유의하였으나 각 단계별 설명력 차이는 거의 없는 것으로 확인되었다. 학술적 기여: 본 연구는 기존의 청렴도 조사와는 달리 단위 학교만을 대상으로 교직원의 내부청렴도 인식 차이를 조사하였고, 내부청렴도 관련 변인들의 상대적 영향력을 검증한 실증적 연구라는 데 의의가 있다.

The purpose of the study was to examine public school members’ awareness on internal integrity and further factors affecting it. For this, data were collected by online survey with 2,223 school members and statistical methods were employed for the data analyses such as t-test, ANOVA, hierarchical regression analysis. Results showed that awareness of internal integrity was different by school members characteristics those who had longer duration, administrators, and full-time workers had higher level of internal integrity awareness. Also, we found that individual, cultural, and institutional factor had a positive impact on culture of integrity, work-related integrity, and internal integrity. Among them, cultural factor was most influential on three dependent variables. Based on the findings, the study suggested for the improvement of public school members’ internal integrity as follows; establishment of code of conduct for school members by their positions, anti-corruption and integrity education utilizing external specialists, and construction of whistle-blower system with high anonymity and accessibility.
