교육부 대입 정책 보도자료(2003~2021) 기반 토픽 모델링을 통한 정권별 특징 분석

Analysis of University Admission Policy Characteristics Using Topic Modeling On Press Releases from the Ministry of Education (2003-2021)

대학 입학과 관련하여 정권이 교체될 때마다 합의 없는 잦은 입시제도 변동으로 인해 사회적 갈등과 학교 현장에 혼란을 초래하였다. 각 정권이 교체되는 과정에서 대학입시의 변경 사항이 어떤 특징을 지니는지 체계적 분석 방법을 통하여 구체적으로 분석할 필요가 있다. 본 연구는 노무현 정부 이후 문재인 정부까지 교육부 대학입시 관련 보도자료를 대상으로 토픽 모델링 기법을 활용하여 정권별 대학 입학 정책의 특징을 분석하는 것을 목표로 한다. 토픽 모델링 분석 결과, 정권이 교체될 때마다 대학 입학 정책 및 제도의 개편작업이 이루어졌음을 확인하였다. 이에, 각 정권별(노무현, 이명박, 박근혜, 문재인)로 4개의 토픽을 도출하여 적합한 토픽명을 부여하여 특징을 밝혔다. 더불어, 각 정부는 핵심 정책을 실현하는 과정에서 직접 지시를 통한 이행 요구, 법령 제·개정을 통한 개입, 재정지원 사업을 통한 대학 이행 유도, 그리고 고시 수준에서 권고 등의 방법을 활용하여 정책을 추진하고 있음을 확인할 수 있었다. 최근에는 숙의 민주주의에 따른 공론화를 시도하는 등 그 양태가 복잡화되는 양상을 보였다.

Social conflict and confusion at school sites have happened due to frequent changes in university admission systems without agreement whenever the federal government was replaced. It is necessary to scientifically and objectively analyze what policies were presented by the changing government and how they refined university admission systems. In this study, the press releases from President Roh to the present were analyzed by using topic modeling. It analyzed the characteristics of each administration s university admission policy. The result of study showed whenever a new regime began university admission systems and policies were restructured. Accordingly, four topics were derived for each presidential regime (Roh Moo Hyun, Lee Myung Bak, Park Geun Hye, and Moon Jae In) and appropriate topic names were given. In addition, the recent governments have shown a tendency to induce universities by providing financial support and recommended notifications. Recently, the pattern has become more complicated; for example, by attempting to use public debate to influence policies.
