A study on the establishment of an international cooperation network for public institutions: Focusing on Canada’s overseas employment support program
(Purpose) This study aims to find ways in establishing and utilizing a cooperative network between the HRDK, domestic and foreign institutions operating in Canada to revitalize overseas employment in Canada, and further advance overseas employment using local overseas organizations. (Design/methodology/approach) This study intended to analyze, the operation status of each institution and overseas employment projects to establish a cooperative network with the HRDK, local domestic and foreign public and private institutions to revitalize the overseas expansion of Korean youth in Vancouver, Canada. For the analysis of this study, from November 10, 2021 to December 3, 2022, as public institutions: HRDK, Embassy of Canada to Korea, KOTRA Vancouver, Vancouver Korean and local Businesses, OKTA, Korea Small Business Trade of Vancouver, and Korean Workers in Canada were interviewed. (Findings) Overseas employment activities in Vancouver, Canada are led by the KOTRA Vancourver, HRDK, and World Korean Trade Association (OKTA). For overseas employment in Vancouver, Canada, Vancouver K-Move Center, and the World Korean Trade Association (OKTA) are leading overseas employment projects. In addition, Emigration Corp, Korean Small Business Trade of Vancouver, Korean and local businesses, Canadian local agencies and training institutes, and OKTA Vancouver branch support overseas employment agencies to form cooperative relationships. (Research implications or Originality) As a result of this study, it is necessary to systematize efficient overseas employment support projects by establishing a cooperative network system with the HRDK and overseas employment institutions. In addition, it is necessary to strengthen the recruitment information collection, life counseling, and job placement system for unemployed people through flexible cooperation with the Korean Association in Canada. In particular, it is necessary to form an alumni association for overseas employees in Canada to activate mentor programs and establish a database of employed people. Finally, if a job seeker succeeds in finding a job in Canada but returns to Korea due to visa expiration, a support system should be established to help in securing a job successfully in Korea.
