사회적 자본과 도시재생사업 참여의사 관계에서 지방정부 역량 인식의 조절효과

Moderating Effect of Recognition of Local Government Capability on the Relationship between Social Capital and Intent to Participate in Urban Regeneration Projects: Focusing on social trust and social network

본 연구는 사회적 신뢰, 사회적 네트워크로 구성된 사회적 자본이 도시재생사업 참여의사에 미치는 영향을 분석하고, 더불어 지방정부 역량 인식이 사회적 자본과 도시재생사업 참여의사 간의 관계에서의 조절효과를 검증하였다. 이를 위해 2019년 한국행정연구원의 ｢성공적인 도시재생을 위한 갈등관리와 공동체 정책에 관한 연구｣를 통해 수집된 일반국민의 도시재생 전반의 인식 수준을 조사한 설문자료를 활용하였다. 설문문항의 타당성과 변인간의 미치는 영향관계를 검증하기 위해 STATA 10.1 프로그램을 이용하여 확인적 요인분석 및 이항 로지스틱 회귀분석(binomial logistic regression analysis)을 실시하였다. 그 결과 사회적 신뢰, 사회적 네트워크는 주민들의 도시재생사업 참여의사에 긍정적인 영향을 미치는 것으로 나타났으며, 나아가 주민들이 도시재생사업에 대한 지방정부의 역량이 높다고 인식할수록 사회적 네트워크와 도시재생사업 참여의사 간의 긍정적 관계가 강화하는 것을 확인하였다. 본 연구의 분석결과는 주민의 도시재생사업 참여의사를 강화할 수 있는 방안으로서 사회적 네트워크의 촉진과 함께, 지방정부의 역량을 고려한 도시재생정책 추진의 필요성을 제시한다.

This study analyzed the effect of social trust and social network, which are components of social capital, on the intention to participate in an urban regeneration project. It is also verified the moderating effect of local government capacity on the relationship between social capital and the intention to participate in the urban regeneration project. To this end, the survey data that investigated the general public’s awareness level of urban regeneration collected through ｢Research on Conflict Management and Community Policy for Successful Urban Regeneration｣ at The Korea Institute of Public Administration in 2019 was used. To verify the validity of the questionnaire and the influence relationship between variables, confirmatory factor analysis and logistic regression analysis were performed using the STATA 10.1 program. As a result of these analyses, it was found that social trust and social network had a positive effect on residents intention to participate in the urban regeneration project. Furthermore, it was confirmed that the positive relationship between the social network and the intention to participate in the urban regeneration project was strengthened as the residents perceived that the local government’s capacity for the urban regeneration project was high. The analysis result of this study suggest the necessity to promote urban regeneration policies considering the capabilities of local governments and promotion of social networks as a way to strengthen residents’ willingness to participate in urban regeneration projects.
