한국과 일본의 고등교육 ODA 비교연구

A Comparative Analysis of Higher Education ODA in South Korea and Japan

연구목적: 본 연구는 공여국의 원조 이념에 대한 이해를 바탕으로 원조 이념이 실질적인 ODA(Official Development Assistance) 정책과 집행에 반영되고 있는 지를 조망하기 위해, 한국과 일본의 고등교육 ODA를 비교 분석하였다. 연구의 중요성: 원조 이념에 관한 대부분의 기존 연구에서는 주로 공여국의 원조역사, 원조정책및체계를분석하여이념적특성을보여주고있으나이념 적 특성이 실제 원조 집행에도 반영되었는지는 파악하기 어려웠다. 이러한 한계 점을 보완하고자, 양국의 고등교육 ODA의 실행에 있어 양국이 추구하는 원조 이념적 특성이 반영되는지 살펴보고, 더 나아가 그 차이점과 공통점에 대한 분석을 통해 한국의 고등교육 ODA의 방향성을 재점검하는 데 기여 하고자 한다. 연구방법론: 본 연구는 사례 비교분석의 방법을 실시하고, 문헌분석을 주 연구 방법으로 활용하였다. 우선, 한국과 일본의 ODA 규모와 추진 체계, 주요 사업 등을 확인할 수 있는 관련 보고서, OECD DAC의 ODA 통계자료 등을 주로 분석하였다. 또한, 고등교육 ODA, 공여국의 원조 이념을 다루고 있는 선행연구 자료를 한국과 일본의 비교연구 중심으로 선별하여 분석하였다. 연구결과: 고등교육 ODA에 대한 분석 결과 양국이 표방하는 원조 이념과 목적, 전략, 실행이 반드시 일치하지는 않았다. 한국과 일본의 원조 이념을 기반 으로 고등교육 ODA의 규모, 추진 체계 및 지원전략을 분석한 결과, 양국은 현실주의적 패러다임을 기반으로 정치⋅외교⋅상업적 목적을 추구하는 공통 된 경향이 나타났다. 한편, 고등교육 ODA의 목적 및 추진 체계에서는 한국이 일본에 비해 포괄적이고 분산적인 특성을 보였다. 결론 및 시사점: 향후 우리나라 고등교육 ODA의 명확한 목적과 전략을 규명 하고, ODA 사업 추진의 효율성을 높일 수 있는 전략을 마련할 필요가 있다.

Purpose: Based on the understanding of the donor’s aid ideology, this study compares higher education Official Development Assistance(ODA) of South Korea and Japan, which have similar aid patterns to analyze how the ideological characteristics are reflected in the implementation of ODA. Originality: This study aims to contribute to re-examining the future direction of higher education ODA in South Korea by analyzing whether the aid ideological characteristics pursued by the two countries reflected in the implementation of higher education ODA. Methodology: This study conducts literature review and case study of ODA program for comparative analysis on the two countries higher education ODA. Result: The aid ideology, purpose, strategy, and implementation of the two countries for higher education ODA do not necessarily coincide. As a result of analyzing the volume, structure and policy strategies of higher education ODA, the two countries’ foreign aid are used for political, diplomatic, and commercial purposes based on a realistic paradigm. On the other hand, the purpose and management of South Korean ODA for higher education shows more comprehensive and dispersed than Japanese ODA. Conclusions and Implication: In the future, it is necessary to clarify the clear purpose and strategy of higher education ODA in South Korea and to develop a strategy to improve aid effectiveness.
