1960년대 민주당 정부의 국토건설사업 추진의도와 성과

The Intention and Results of the National Construction Service Projects under the Korean Democratic Government, 1960~61

이 글은 1960년대 민주당 정부에서 추진했던 국토건설사업의 목표와 구체적인 성과를 살펴보는 것이다. 1960년 말부터 구상되고 1961년 3월부터 실업자구제와 절량농가문제 해결을 위해 역점을 두어 추진했던 핵심사업이었다. 하지만 민주당 정부의 짧은 존속기간으로 인해 정당한 평가를 받지 못했으며, 기존의 연구에서도 계획과 시행과정에서 불거졌던 여러 문제들과 민주당 정부의조급성으로 인해 순조롭게 진행되지 못한 것으로 파악되었다. 하지만 구체적으로 국토건설사업이 어떤 성과를 냈는지에 대해서는 충분히 살펴보지 못했다. 따라서 이 글에서는 민주당 정부에서 추진했던 국토건설사업이 어떤 성과를냈었는지 파악해 보고자 했다. 이를 위해서 우선 민주당 정부 국토건설사업을 추진했던 의도를 살펴보고자했다. 1960년대 초반은 일제의 식민지배와 한국전쟁을 통해 피폐해진 한국에 서 경제개발의 욕구가 분출되는 시기였다. 더구나 4월혁명을 통해 독재를 물리치고 민주주의를 완성시켰다는 생각은 경제개발을 적극적으로 추진해야 한다는 인식으로 전환되었다. 이런 시기에 독재로 몰락한 이승만 정부를 대신해 국민의 선택을 받았던 민주당 정부는 국토개발사업을 통해 민주혁명에 이은 경제혁명을 통한 신경제건설을 이루고자 하였다. 그 과정에서 국토건설사업을 추진하였던 것이다. 그리고 비록 짧은 기간이었지만 민주당 정부에서 추진했던 국토건설사업의 실제 성과를 추적해 보고자 하였다. 이를 통해서 민주당 정부가 3달도 못되는 짧은 기간 동안임에도 많은 성과를 거두었음을 확인할 수 있었다.

This article examines the goals and the concrete results of the National Construction Service Projects under the Korean Democratic Government, which was in power from June 1960 to May 1961. The Democratic Government emphasized these projects as its core business, in order to offer jobs to the jobless workers and the grain-exhausted farmers. The Democratic government started planning in late 1960, and began carrying out the projects in March 1961. But since this Democratic government lasted less than a year, their projects were never given fair credit. The previous studies have also concluded that these projects didn’t progress favorably because of the Democratic government’s impatience, and other problems brought up during the implementation. However, concrete results of these National Construction Service Projects have never been looked into, so this article will seek to examine them. For this, the intention of the Democratic government to carry forward the National Construction Service Projects will be looked at in detail. The 1960s was a time of strong desire for economic development in Korea, which was previously ravaged by Japanese colonization and the Korean War. Moreover, after the April Revolution, through which the dictatorship of Rhee Syngman was overthrown, the priority of the people shifted to the pursuit of economic development. The Democratic government was chosen by the people and wanted to accomplish an economic revolution by creating a new economy through the NCS programs following on the success of the April Revolution. After tracking the actual results of the NCS program of the Democratic government, this study was able to confirm that in a short period of time–less than three months-, they were able to achieve significant progress.
