본 논문은 전시체제기 식민지 조선의 미곡유통구조가 국가관리체제로 전환되는 과정에서 도입된 조선미곡시장주식회사와 조선식량영단의 설립·운용과정을 살펴보고자 하였다. 중일전쟁 이후 일제는 미곡유통통제를 위해 1939년 미곡취급업을 허가제로 하고 수이출 전담기관을 조직하는 ｢조선미곡배급조정령｣ 과 미곡시장을 경영하는 미곡시장회사를 세우는 ｢조선미곡시장주식회사령｣을제정하였다. 그런데 1939년 대한해의 여파로 미곡시장이 운영되지 못하면서, 미곡시장회사는 임시적으로 미곡 수이출을 담당하였다. 미곡시장회사는 매년발표되는 식량대책에 따라 수이출미의 관리를 넘어서 조선 내 배급기구의 중앙기관으로 역할이 확대되었다. 1943년 ｢조선식량관리령｣의 제정으로 미곡시장회사는 조선식량영단으로 개조되었다. 그 결과 조선 내 배급기구는 모두 식량영단 산하에 편재되어, 식량유통 사무는 영단을 통해서만 이뤄지는 일원적 구조가 형성되었다. 식량영단은 식량자원 전체의 유통을 관장하면서 그간 통제의 영역에서 벗어나 있던 정미업을 국영화시켰다. 한편, ｢조선식량관리령｣ 체제 아래에서는 영단이 직접 식량의매입·매도를 해야 했는데, 이를 위한 재원으로 ｢조선식량관리특별회계법｣에 의한 특별회계가 도입되었다.
After the Sino-Japanese War, the Japanese Government-General of Korea enacted ‘Regulation on Chosun Rice Distribution Adjustment’ for imposing licencing system in rice trading and founding export agency, and ‘Regulation on Chosun Rice Market Corporation’ for founding Chosun Rice Market Corporation in 1939. However, as the rice market was not operated because of drought, it temporarily took charge of exporting. In accordance with annual food policy, corporation expanded its role that managed export and oversaw a local distribution organization. With the enactment of ‘Regulation on Chosun Food Management’ in 1943, all existing organization was reorganized under the Chosun Food Public Corporation. Under the new law and corporation, Chosen’s rice distribution system was totally unified. It is main chage that rice milling industry was nationalized and Japan Imperial enact ‘Act on Chosun Food Management Special Account’ for financing rice distribution work.
