해운·조선금융시장의 여건변화와 시사점

Changes in Shipping and Shipbuilding Finance

본 연구의 목적은 국내외 해운·조선금융시장의 최신 동향을 파악하고 본 분야 연구에 대한 기초 프레임을 제시하는 것이다. 이를 위해 전 세계 및 우리나라 해운·조선금융시장의 수요와 규모를 통계자료와 각 기관 제공자료를 토대로 분석했다. 분석 결과 글로벌 해운·조선금융시장은 글로벌 금융위기로 위축된 이후 글로벌 경기에 따라 일시적으로 반등과 침체를 반복해오다 최근 코로나19로 침체됐던 글로벌 경기 회복 기대감에 선박발주가 늘어나면서 선박금융시장 규모가 커지고 있다. 지역별로는 해운·조선금융 시장의 주도권이 유럽에서 아시아로 이동하고 있으며 특히 중국의 리스금융 성장이 두드러진다. 금융조달 방법은 주식자본시장을 활용한 자금 조달은 급격히 감소한 반면 채권시장을 통한 자본조달과 녹색금융 수단이 증가하고 있는 추세이다. 우리나라 해운·조선금융시장의 수요와 규모 추세 역시 글로벌 시장과 비슷한 패턴을 보인다. 자금조달 방법으로는 정부주도의 정책금융 지원이 증가하고 있는 반면 민간금융의 참여는 위축되고 있다. 향후 정부의 국적선대 증강 목표 달성을 위해서는 정부차원에서 보다 정확한 해운·조선금융 통계의 구축과 민간금융 유도 확대방안이 필요할 것이다.

Purpose : This study is aim to identify the latest trends in global and domestic shipping and shipbuilding financial markets. Research design, data and methodology : The demand and size of the global and Korean shipping and shipbuilding financial markets were analyzed based on statistical data and data provided by each financial institution. Results : The global shipping and shipbuilding financial markets have temporarily rebounded and stagnated depending on the global economy since the global financial crisis, but the size of the ship s financial market is growing as ship orders have increased on expectations of a global economic recovery. By region, the leadership of the shipping and shipbuilding finance market is shifting from Europe to Asia, and China s leasing finance growth is particularly remarkable. As for financing methods, while the amount of financing using the stock capital market has sharply decreased, capital raising through the bond market and green finance are increasing. The trend of demand and size of the Korean shipping and shipbuilding financial markets also shows a pattern similar to that of the global market. As for financing methods, government-led policy finance support is increasing while private finance participation is shrinking. Conclusions : To increase the capacity of national fleets in the future, it will be necessary at the government level to establish more accurate shipping and shipbuilding finance statistics and to expand private finance induction.
