Places of Prediction: Composition of the Japanese Disaster Mitigation Communities

예측의 장소는 장래의 사건을 상기시키는 현재의 장소, 사물, 사건의 네트워크이다. 예측의 장소를 통해서 지역사회의 구성원들은 예측된 사건을 공유하고 같은 운명에 처한 ‘우리’를 상상한다. 나아가 예측의 장소는 예측의 정치가 전개되는 매개자이다. 장래의 사건을 구조화하고 방향지우면서 특정한 집단이 지배적 예측을 제시하는 한편, 다른 집단은 대항 예측을 제시하며 협의·갈등하는 과정이 예측의 정치이다. 예측의 장소를 매개로 전개되는 예측의 정치는 공동운명에 처한 ‘우리’, 그 운명을 염려하며 대비하는 ‘우리’를 협의하는 일이기에 공동체의 상상적 구성과 밀접하게 연관된다. 그래서 예측의 장소는 공동체의 운명을 상상토록 하는 정치적 매개자이며, 예측의 정치는 어떤 것이 공동운명인지에 대한 ‘공통감각’을 공유하는 코스모폴리틱스라고 할 수 있다. 예측의 장소개념이 지닌 잠재성을 시험하기 위해서 이 연구는 일본의 지진 쓰나미 예측에 대비하는 지역사회의 감재활동 사례를 제시했다. 우선, 1995년 한신아와지대진재와 2011년 3.11동일본대진재 사이 교토시에서 구축되어 온 예측의 장소로 자주방재회의 사례를 중심으로 다루었다. 이를 통해서 예측을 매개로 구성되는 예측의 장소 개념이 예측에 대비하는 감재공동체에 적용될 수 있음을 제시했다. 다음으로, 예측의 장소를 매개로한 예측의 정치라는 관점을 통해서 2011년 3.11 이후 2030년대의 난카이해구지진에 대비하는 시코쿠 도쿠시마현의 쓰나미대피탑 사례를 다루었다. 그럼으로써 예측의 장소가 재난에 당면한 지역의 여러 집단이 공동체의 미래에 대한 공통된 상상을 협의하는 정치이며, 그 과정에서 현재의 감재 공동체가 구성된다는 점을 확인했다.

A place of prediction is the network of current places things and events that remind us of future events. Through the place of prediction members of a community share the predicted event and imagine the “us” facing a common fate. The place of prediction becomes the mediator through which the politics of prediction unfolds. Politics of prediction is when one group proposes a dominant prediction by structuralizing the event and setting the direction, and another group presents a counter-prediction and begins a process of negotiation or conflict. Thus, the politics of prediction is the cosmopolitics, that is, the sharing of a ‘common sense’ of our common fate. To test the potential that the concept of the place of prediction has, this study tooked as case studies the disaster mitigation activities of local communities preparing for earthquakes and tsunamis in Japan. First, this study explored the case of the place of prediction constructed in the city of Kyoto between the 1995 Great Hanshin earthquake and the 2011 March 11 Great East Japan earthquake. Through this case, the study extracted the characteristics of the places of prediction that were composed of predictions as their mediator. Second, this study looked at the case of Shikoku, Tokushima region, as it prepared for the Nankai Trench Earthquake, from the perspective of the politics of prediction mediated by the places of prediction.
