聖王 시기 百濟는 서기 530년대 安羅 걸탁성에 진출하여 가야 지역에서의 우위를 확보하였다. 이는 加耶 諸國뿐만 아니라 高句麗, 新羅 그리고 倭國에게도 파장을 미치는 심각한 사건이었음에도 불구하고 각기 국내적 정치 상황으로 인해 백제의 가야 진출에 대한 견제나 대응 등의 별다른 조치가 나타나지 않았다. 하지만 백제 또한 고구려의 혼란을 이용한 공격, 사비 천도 등 국내·외적인 대처로 가야 지역에 좀 더 적극적으로 진출하려는 노력을 기울이지 못하였는데, 이것이 서기 531년 3월의 안라 걸탁성 진출 이후 서기 541년 4월의 1차 ``사비회의`` 개최 직전까지 가야 제국이 정치적 자립을 유지할 수 있었던 하나의 배경이다. 하지만 고구려를 공격한 우산성 전투(540)가 실패하자 백제 단독으로 고구려를 상대하기에는 부족하다는 점을 깨닫고, 다시 고구려 공격을 위한 자원의 축적과 국가 간 협력 강화를 위해 가야 지역으로 관심을 돌리게 되었다. 그리하여 서기 541년 4월에 백제와 가야 7국 그리고 왜국이 참여하는 다자간 회담인 1차 ``사비회의``를 열어 가야가 신라·고구려와 관계를 단절하고 백제 주도의 질서에 편입할 것을 요구하였던 것이다. 그리고 다시 서기 544년 11월에 열린 2차 사비회의에서 백제의 요구 사항을 관철하여 결국 대가야왕과 안라왕의 추인이라는 절차를 통해 굴복시켰다. 이듬해인 서기 545년 9월의 장육불상 조성 때에 백제와 가야가 모두 행복해지길 바란다 고 쓰인 성왕의 기원문은 바로 백제의 가야 복속을 마무리하는 상징적인 표현이라 할 수 있다. 이로써 가야 지역은 왜국과 더불어 백제가 고구려와 대적하는데 중요한 물적·인적 자원의 공급처로서 기능하였고, 백제는 이를 발판으로 신라와 연대하여 고구려를 공격해서 한성과 평양 사이의 故土를 회복할 수 있었던 것이다.
In thereign of King Sung, Baekje advanced into Geoltak-seong of Alla in 530, so held a dominant position in Gaya. The multilateral dialogue, the first ``Conference of Sabi`` in which Baekje, the Seven Kingdoms of Gaya and Wai took part was held In April 541. Baekje asked that Gaya would break off relations with Shilla and Goguryeo and enter the order led by the Baekje. In the second Conference of Sabi held in November 544, Baekje attained its demands and Gaya finally submitted to it through the ratification of the King in Daegaya and the King Alla. In September 545, when the King of Sung made the statue of Jangyuk Buddha, his optative sentence that ``I wish that all Baekje and Gaya are happy`` was another expression for its subjugation of Gaya. Gaya hereby functioned as the primary supplier of material and human resources with Wai for Baekje to unite in the struggle against Goguryeo. Based on this, Baekje attacked Goguryeo through tie-ups with Shilla, so could recover its old territory between Hansung and Pyongyang.
