This study is based on the minutes and directives V.1/V.2 through 40 meetings of The Committee on Legal Status of Korean Residents in Japan of the 7th Korea-Japan talks, which are closely related to ‘Education of Koreans in Japan’, among the public data of the Korea-Japan talks. The Korean government’s perspective on education for Koreans residing in Japan was examined, with the purpose of analyzing how it affects Korean schools in Japan as of 2021. As a result, the governments of Korea and Japan reached the agreement to grant the status of permanent residency only to Korean nationals, but even the children of Korean nationals did not get anything related to the right of education. Rather, in the process of demanding the closure of Chosun schools from our side, Korean nationals gave up even their own right to choose education. The findings of the present research should be used as a lesson not to damage young Zainichi students in determining the policy direction of the Korean school’s national education in Japan in the future.
本研究では、日韓会談の公開資料の中で、特に「在日同胞教育」と深い関係がある第7次韓日会談の法的地位委員会の議事録や訓令V.1とV.2の全40回にわたる議事録に基づいて、当時の韓国政府の在日同胞教育の視点と、それが2021年現在、日本国内の韓国学校にどのような影響を及ぼしているかを考察してみた。 その結果、日韓両国政府は、韓国国籍者にのみ協定永住という在留資格を付與することで合意に達したが、実際には韓国国籍者の子供たちに至っては教育権関連では何も得られなかった。むしろ、韓国側から朝鮮学校閉鎖を要求する過程で、韓国国籍者の教育の選択さえ自ら放棄してしまったのである。 このような研究が今後の日本国内における韓国学校の政策に関する方向性と包括的な教育の保障及び平等にアクセス可能な公平な教育が保障されるように、問題点を補完するための根拠ある出発点となることを望む。
