조선 숙종 연간의 재난 극복 노력과 보민(保民) 의식의 정치적 함의

The Antagonism and Synergism of Disasters and Politics

숙종 연간의 재난 상황을 타개하기 위해 조선의 군신이 경주하였던 진휼과 시폐 개혁의 노력, 그리고 왕도정치의 실현을 위한 물질적ㆍ관념적 차원의 노력을 다각적으로 고찰해 보았다. 이를위해 숙종 연간의 재난 상황과 당대인들의 인식에 대한 분석의 바탕 위에서 이 시기에 개진되었던재난 극복과 민생 개선의 노력을 사회ㆍ경제ㆍ정치ㆍ의례적인 차원에서 차례로 검토하고, 그와같은 노력의 기저에 흐르는 정치적 함의를 살펴보았다. 숙종 연간에는 극심한 기근으로 아사자가 속출하는 상황을 타개하기 위해 나라의 곳간을 열어기민들을 먹이고, 각종 조세를 감면하거나 양전, 군사 조련과 같은 국가사업을 정지하는 등 다양한 진휼 정책이 시행되었다. 아울러 이즈음 대두되었던 민폐의 해결을 위한 다양한 개혁안이 모색되는 가운데 양역 제도의 개선을 위한 논의에도 많은 진전이 있었다. 비록 제도와 의술의 한계, 기득권 세력의 개혁에 대한 저항 등에 의해 재난 극복을 위한 노력은 한계에 봉착하였지만, 이같은 한계가 역설적으로 민생의 폐단을 부르던 제도에 대한 근본적인 개혁을 추동하는 하나의계기가 되었던 정황을 엿볼 수 있었다. 숙종 연간에는 재난 상황을 타개하고 민심을 위무하기 위한 사회ㆍ경제 방면의 노력과 아울러기우제, 기청제, 여제 등의 기양의례와 같은 관념적인 차원의 노력도 적극 개진되었다. 위정자의실정에 대한 천견(天譴)에 화답하는 국행의례의 설행은 현실 정치의 책임 혹은 권한의 궁극적인소재가 국왕에게 있음을 천명하는 행위임과 동시에 국왕의 초월적 권위를 신료들과 백성들에게상기시키는 효과를 내포하고 있는 고도의 정치술이라는 점을 확인하였다. 이로써 보민의 책무를다하고자 진력하였던 숙종의 노력이 향후 국왕의 정치적 입지를 강화하고 국가의 대민 지배력을제고하는 계기로 작용하였을 가능성을 감지할 수 있었다.

This study aims to elucidate various efforts to overcome the natural disasters and famine situations during King Sukjong s reign of the Joseon dynasty. Through the analysis process, diverse measures including social, economic, political, and ritual actions for improving people’s livelihood were reviewed in detail. In the reign of King Sukjong, various relief policies were implemented to relieve the starving people of severe famine. In addition, reformative discussions took place in order to resolve irregularities that made it difficult for people to live. Although all the efforts to contain the spread of disasters were didn’t work out properly due to the lack of institutions and medicine along with strong resistance from in the ruling class against the reform of the social system, these limitations paradoxically served as an opportunity to drive fundamental reforms to the system that made people s livelihoods difficult. Besides the efforts in social, economic, and political aspects to overcome the disaster situation, ritual measures to console the suffering people were actively conducted. The rites of sacrifice to Heaven performed by the state or by the king himself was an act of affirming and visualizing the king s transcendent authority. King Sukjong s efforts to fulfill his duties granted by the Mandate of Heaven served as an opportunity to strengthen his political position and the state control over the people.
