공직적격성시험(PSAT)의 문제점과 대안 모색

Exploring Problems and Alternatives of the PSAT(Public Service Aptitude Test)

우수한 인재의 공직 접근성을 높이기 위해 도입된 공직적격성평가(PSAT)는 2004년 이후 외무고시 및 행정고시에 적용하는 등 지금까지 16년 이상이 지났다. 이처럼 공직적격성시험이 지금까지 실시되고 있지만, 현재 PSAT의 타당성에 대한 평가는 이루어지지 않고 있는 실정이다. 따라서 본 연구에서는 PSAT에 대해 분석하고 이러한 분석을 토대로 그 타당성에 대해 평가해 보고자 한다. 이를 위해 PSAT의 언어논리영역의 문제점과 대안을 모색하기 위해 도입배경과 정의, 수험준비매뉴얼 등에 대해 고찰한 후, 2018년-2021년 4년의 기출 시험문제들의 기본적인 이해를 위해 논리학적 관점에서 예제에 대해 분석할 것이다. 이러한 분석을 토대로 좋은 문항과 나쁜 문항으로 분류한 다음 이에 대해 비판적으로 평가해 보고 간략한 대안을 모색해 보고자 한다.

The PSAT(Public Service Aptitude Test), which was introduced to enhance the accessibility of talented people to public office, has been applied to foreign and administrative exams for more than 16 years since 2004. The qualification test for public office has been conducted so far, but the validity of the PSAT has not been evaluated. Therefore, this study examines the background and definition of PSAT s language logic field problems and countermeasures, and discusses the basic understanding of the examination questions for 2018-2021. Based on this analysis, let’s categorize them into good and bad questions, evaluate them critically, and find simple alternatives.
