“Post-Corona” International Order and Global Governance

2008년 전후로 시작된 자유주의 국제질서 변화를 둘러싼 질문들은 매우 근본적인 수준과 차원의 논쟁을 주도하고 있다. 이러한 논쟁의 핵심은 제2차 세계대전 이후 국제사회 전반에 걸쳐 형성 및 발전한 것으로 알려진 자유주의 국제질서가 변화하고 있다는 주장이다. 본 논문은 자유주의 국제질서 발전의 핵심 요소였던 ‘미국의 역할’ 및 ‘강대국 리더십’의 변화 가능성 그리고 코로나 사태로 인한 국제질서의 변화, 이렇게 두 가지 차원에서 이러한 주장에 대해서 살펴보고 있다. 또한 ‘글로벌 거버넌스’는 ‘투명성’ ‘개방성’ 그리고 ‘다자주의’를 전제로 하는 국제협력방식 혹은 제도화된 국제관계로 이해된다. 만약 전후 시기 자유주의 국제질서에서 차지하던 미국의 리더십이 사라지고, 또한 코로나 사태로 인해 세계화가 전면적으로 후퇴하여 국가들 간 협력방식에 새로운 모델이 등장한다면, 이는 곧 글로벌 거버넌스의 구조적 위기 및 변화를 의미한다. 근대 국제질서 등장 이후 국제사회는 일정한 ‘지속성’을 유지하는 힘과 상황에 따른 구조적 ‘변화’를 추동하는 힘 사이에서 항상 균형을 유지해 왔다. ‘코로나’로 상징되는 국제질서 위기 역시 지속성과 변화를 동시에 맞이하게 될 것이고, 이 과정에서 국가들 간 어떤 협력의 메커니즘이 새롭게 등장할 것인지는 학문적 그리고 정책적으로 중요한 시사점을 가진다. 미국의 초강대국적 지위가 모든 위협을 해소하던 시대와는 달리, 개별 국가들이 가지고 있는 고유한 능력이 각자 차별화된 국제협력 모델을 제시하면서 새로운 위협들을 해결하는 책임과 영향력을 확보하게 될 전망이다. 결과적으로 미국의 기존 영향력은 중국과 같은 특정 국가로 옮겨가는 것이 아니라, 글로벌 거버넌스 안에서 ‘제도화’의 모습으로 여러 나라들에 의해 공유될 가능성이 높다.

The debate on the change of the current international order after around 2008 has brought out deep and fundamental discussions in IR theory. The argument of the changing characteristic features of the liberal international order developed after world war II locates in the middle of the debate. This paper analyzes the argument in the context of the two viewpoints: 1) the role of the American global leadership, 2) effects of the ‘Coronavirus pandemic.’ At the same time, global governance is known as a mode of international cooperation or a institutionalized international relations consisted of ‘transparency’ ‘openness,’ and ‘multilateralism.’ The changes of the current liberal international order driven by the diminished role of the U.S. and coronavirus will definitely give a serious influence on the future forms of global governance. In the age of the modern international relations continuities and changes of international order have kept a balance for hundreds years. Even though a new mechanism of international cooperation among countries will rise, ‘rule and norm’-based international order will continue. With the partial disappearance of the American super-power status each country will see its own opportunity being in charge of all the different types of international threat or problems as we face in the case of the ‘Coronavirus pandemic.’
