Exploring the Right to Play of Children with Disabilities in Legal and Institutional Aspects

This study aims to examine how children with disabilities right to play is approached from a legal and institutional perspective, what is guaranteed, and what is meaningful for children with disabilities. To this end, the researcher explores the right to play for children with disabilities by studying international laws such as The United Nations Convention on the Rights of the Child, The United Nations Convention on the Rights of Persons with Disabilities and domestic laws such as Child Welfare Act, Welfare Act for Persons with Disabilities Act, Anti-Discrimination Act for Persons with Disabilities, Convenience Promotion Act. In addition, it is intended to explore the direction for the pursuit of children with disabilities right to play in the play environment. Through the analysis, it was found that social awareness, educational system, and integrated education on the right to play for children with disabilities should be required, and an environment should be provided to revive the purpose of related laws and systems. Lastly, this study expects that children with disabilities and non-disabled children will be guaranteed the right to play safely and happily while ensuring their participation as equal subjects.
