황익재(黃翼再, 1682~1747)의 사창 시행과 의미

The Implementation and meaning of Hwang Ikjae(黃翼再, 1682~1747)’s Sachang (Village Granaries)

본고는 황익재가 지방관으로 시행한 사창제가 이이의 ｢사창계약속｣을 모 방해 시행한 것임을 논증하였다. 황익재(黃翼再, 1682~1747)는 상주 출신의 관료로 20세에 과거에 급제한 후 지방관으로 관직 생활의 대다수를 보냈다. 여 러 곳의 지방관을 거치고 마지막으로 순천부사를 지내면서 그는 ｢사창절목｣, ｢진청절목｣, ｢향약절목｣을 작성하고 순천부에서 시행하였다. 특기할만한 점은 사창과 향약, 진청이 모두 연결되어있다는 것이다. 이런 특징은 이이의 ｢사창계약속｣에서 가장 처음 드러난 것으로 ‘조선적 사창’이라 명명된 바 있다. 하지만 이이의 이런 사창과 향약의 연결이 후대에 어떻게 반 영되었는지는 파악되지 않았는데, 황익재의 세 절목에서 ‘조선적 사창’이 드러 난 점을 확인하였다. 기존 연구에서 황익재의 사창은 지방관으로서 민생을 구제하고자 한 점에 서만 주목받았었다. 하지만 세 가지 절목을 모두 살펴보았을 때, 황익재는 이 이의 영향을 받아서 먼저 백성들을 구휼하는 ‘안민’과 고을의 규율과 질서를 정돈하는 ‘교화’를 함께 실시하고자 하였음을 알 수 있다.

This paper argued that the Sachangje(社倉制) implemented by Hwang Ikjae as a local government officer was implemented by imitating Yi Yi s Sachang Contract. Hwang Ikjae (1682-1747) was a bureaucrat from Sangju and passed the state examination at the age of 20 and spent most of his government service as a local government official. After going through several local government offices and finally serving as Suncheon Busa, he wrote Sachangjeolmok(社倉節目), Jincheongjeolmok(賑廳節目), and Hyangyakjeolmok(鄕約節目) and implemented it in Suncheon. What is noteworthy is that Sachang, Hyangyak, and Jincheong are all connected. This characteristic was first revealed in Yi I s Sachang Contract(社倉系約束) and was named Chosun-style Sachang. However, it is not known how Yi Yi s connection between brothel and hyangyak was reflected in future generations, but it was confirmed that the Chosun-style Sachang was revealed in the three sections of Hwang Ikjae. In the previous study, Hwang Ikjae s brothel drew attention only in that he tried to save people s livelihoods as a local government official. However, when looking at all three sections, it can be seen that Hwang Ik-jae was influenced by Yi Yi and first tried to implement Anmin(安民) to rescue the people and Gyohwa(敎化) to organize the rules and order of the village.
