A Study on Local Creators in a Value Based Economy: Focusing on the Haenyeo Kitchen in Jeju Island

가속화되고 있는 지방소멸의 와중에도 로컬크리에이터들은 도시 생활의 물질 및 소비주의에서 벗어나 지역으로 이주하여, 인구 소멸 위기에 처한 소도시를 지역성과 장인경제가 투영된 탈물질주의적 공간으로 재창조하고 있다. 본 연구는 이렇게 지역정체성과 그 문화에 기반하여 다양한 가치를 창출하고 있는 로컬크리에이터에 주목하여, 그들의 활동이 어떻게 지역문화와 경제의 새로운 대안으로 제시되고 있는지를 톺아본다. 우선 이론적 고찰을 통해 지역성, 앙트러프러너, 창의적 생산 개념을 로컬크리에이터의 핵심 요소로 개념화하고, 문화경제학자 Klamer의 가치기반 접근법에 기반한 5가지 영역(시장, 거버넌스, 오이코스, 사회, 문화)을 틀삼아, 문화예술을 통한 지역경제 활성화의 성공적인 사례로 평가받는 제주 <해녀의 부엌>을 분석하였다. 결과적으로 로컬크리에이터는 개별 주체마다 추구하는 가치가 상이할지라도 지역의 경제적 이익을 넘어 문화적, 사회적 기여가 가능한 주체라는 점을 확인할 수 있었다. 이는 로컬크리에이터에 대한 관심과 지원이 경제성을 넘어선 다양한 사회문화적 가치들을 포함해야 한다는 정책적 함의를 제시한다.

This study focuses on local creators who are creating various values based on local identity and culture, and attempts to understand how the activities of local creators presented new alternatives to the local cultural economy. Local creators have appeared as rural localities have increasingly disappeared in Korea. At the same time some young people have eschewed the materialism and consumerism of city life for the countryside, recreating depopulated small towns in their own image of post-materialist spaces of locality and artisan economy. Our literature review reveals that the core elements of a local creator can be conceptualized through the concepts of locality, entrepreneurship, and creative production. In this study, to explore these dimensions of local creators in more depth, we investigated Haenyeo Kitchen in Jeju island as a successful local creator undertaking, using the value-based approach of cultural economist Arjo Klamer. We found that local creators contribute not just economically but also culturally and socially, even when the values pursued by individual creators are different. Our findings suggest that interest in and support for local creators should not be solely based on their economic potential but should recognize the other beneficial values they bring.
