코로나19 대응을 통한 구호지원기관의 역할과 발전방안

The Role and Development Plan of Disaster Relief Organization in Response to COVID-19

본 연구에서는 민간구호지원단체인 전국재해구호협회의 코로나19 대응 지원활동 사례를 중심으로 구호지원기관의 역할을 분석하고, 효과적인 재난대응을 위한 구호지원기관의 발전방안을 고찰하였다. 코로나19 구호지원기관의 발전을 위한 정책 제안은 다음과 같다. 1. 코로나19에 효과적으로 대응하기 위해 위생마스크, 소독제 등 긴급구호물품 구매 시 구호지원단체에 우선 구매 지위를 부여해야 한다. 2. 민간단체와 지방자치단체간의 구호물자지원 피드백 체계를 구축해야 한다. 3. 지역단체, 사회적 기업 등 지역사회 기반의 재해구호 모니터링 및 일상적인 구호활동을 연계해야 한다. 기존의 긴급구호물자 공급뿐 아니라 지역아동센터와 지역식당을 연계한 도시락 지원 사업의 추진을 통해 지역사회의 회복과 지역사회 활성화를 위한 지속가능한 재난구호 방안을 고찰하였다.

This study analyzed the role of relief support organizations through the case of COVID-19 response support activities of Korea Disaster Relief Association, a private relief support organization, and considered the development plan of relief support organizations for effective disaster response. The policy suggestions are as follow. 1. In order to effectively respond to COVID-19, when purchasing emergency relief supplies such as sanitary masks and disinfectants, relief support organizations are given priority purchase status. 2. Establish a feedback system for relief supplies between private organizations and local governments. 3. Community-based disaster relief monitoring such as local organizations and social enterprises should be linked with daily r relief activities. As a sustainable disaster relief plan aimed at local community recovery and community revitalization, not only emergency relief supplies were provided, but also the lunch box support project linking local children s centers and local restaurants was implemented.
