Koizumi regime in Japan, after its birth in 2001, tried to reform the intellectual property system in order to encourage the Japanese economic system to move toward the high value-added growth pattern. This paper tries to investigate achievements and limitations of intellectual property policy from the perspective of exploitation of intellectual property rights. This paper focuses on exploitation of intellectual property rights because the ultimate goal of the intellectual property policy is to actively utilize the rights. In particular, this paper examines both loans secured by intellectual property rights and securitizations of intellectual property rights as concrete examples of utilizing those rights. The main conclusion of this study is that the Koizumi regime did not generate sufficient outcomes from the exploitation of intellectual property rights even after it reformed that system. It proves that utilization of those rights usually takes long time even after the establishment of infrastructure and system of intellectual property rights. We could expect that intellectual property rights will be gradually utilized in the midst of changes of the Japanese economic system in the future.
