This paper aim to be a hypothesis-building paper through the analysis of the training programs which were implemented by the Japan-Korea Industrial Technology Co-Operation Foundation with the assistance of Korea-Japan Cooperation Foundation for Industry and Technology. Through the analysis, this paper found that the performances of the training programs were positively influenced by three factors, which were the number f time for participating the programs in the past, the Korean firm`s being a SME, and the existence of capital-participation relationship between the Korean and Japanese Finns. Three implications can be drawn from the analysis. First, training program for Korean Technicians in Japanese Finns are still effective and the Korean government needs to support them. Second, the government needs to support SMEs more than large firms for the training programs. Third, it is needed to promote the cooperation between Korean firms and Japanese firms through enhancing the mutual capital investment.
