미래 숙련 변화에 대응한 직업훈련교육과 대학교육 개선방안

A Study on the Improvement of Vocational Training Education and University Education in Response to Future Changes Based on KRIVET Study on National Skills Outlook

목적 본 연구에서는 한국직업능력연구원에서 장기적으로 추진해 온 국가숙련전망조사 결과의 유용성을 공유하고 활용도를 제고하는 차원에서 2018년 국가숙련전망조사 결과를 토대로 평생교육의 두 축인 직업훈련교육과 대학교육의 활용 방안의 가능성을 탐색하고자 하였다. 방법 이를 위해 먼저, 국가숙련전망조사에서 숙련의 개념, 연도별 국가숙련전망조사의 주요추진 내용, 숙련과 NCS 직업기초능력의 관계를 통해 국가숙련전망조사의 기초적인 이해를 돕고자 하였다. 이를 바탕으로 2018년 국가숙련전망조사의 주요결과 중 리얼타임 델파이 조사를 통한 서비스업과 제조업의 직종별 국가숙련전망결과와 더불어 기술변화에 따른 산업별 고용 비중과 직종 내 숙련 중요도 변화 등 미래 변화를 고려한 3개의 시나리오(시나리오1: 전문가 의견 중심 기초 모형, 시나리오2: 핵심직종 숙련 변화 전망 모형, 시나리오3: 산업별 고용비중과 숙련 중요도 변화 모형)별 전망결과의 주요 내용을 중심으로 비교 분석하였다. 결과 분석 결과, 서비스업, 제조업 모두 미래 숙련 중요도에서 문제처리능력과 공동체윤리가 가장 중요한 숙련으로 전망되었으며, 3개의 시나리오별 미래 숙련 전망결과 공통적 상위 순위로 전망된 영역은 문제처리능력, 자기관리능력, 시간관리능력, 팀워크능력, 기술적용능력, 업무이해능력, 근로윤리, 공동체윤리영역으로 나타났고, 그중 문제처리능력은 모든 시나리오에서 가장 중요한 숙련으로 전망되었다. 또한, 모든 시나리오에서 직업윤리에 해당하는 근로윤리와 공동체 윤리가 상위 숙련 중 5순위 내로 나타났으며, 팀워크능력은 시나리오2, 3에서 모두 3순위로 나타났다. 이와 같이 광범위한 국가 수준의 숙련전망결과로 향후 10년 후의 변화를 고려하여 다각적으로 전망된 결과를 살펴볼 수 있었다. 결론 본 연구 결과들을 바탕으로 기업에서 필요로 하는 역량을 교육하고 훈련하는 다양한 직업훈련기관과 미래 인재를 양성하는 대학교에서 이러한 국가숙련전망조사 결과를 이해하고 10년 후 미래를 적극적으로 대응할 수 있는 직업훈련교육과 대학의 역량기반 교육에 활용될 수 있는 개선방안에 대해 제시하였다.

Objectives This study determines the usefulness of the results of the Study on National Skills Outlook, which has been pursued in the long term by the Korea Research Institute for Vocational Education and Training (KRIVET). Methods We clarified the basics of the Study on National Skills Outlook through the concept of skills used in the study, the contents of major proceedings of the study by year, and the relationship between the skills and NCS basic vocational competencies. Results The results revealed that the problem-handling skills and communitarian ethics were to be the most important skills in future skills for both the service and manufacturing industries and the areas predicted as the common top ranking for each of the three scenarios were problem-solving, self-management, time management, teamwork, technical application, and work comprehension skills, and work ethics. Among these, communitarian ethics and the problem-handling skills were considered to be the most important skills in all scenarios. In all scenarios, work and communitarian ethics, which are part of vocational ethics, were ranked fifth, while teamwork skills were ranked third in Scenarios 2 and 3. The results of this broad national-level skills outlook allow us to examine the results from a variety of perspectives, considering changes over the next decade. Conclusions Based on the results, we presented a way for vocational training institutes that educate and train the competencies required by the companies and universities that nurture future talents to understand the results of the Study on National Skills Outlook. Additionally, we presented a linkage plan that can be used for vocational training education and university s competency-based education in active response to the next decade.
