‘우선적 지원’이 필요한 소규모학교 지원 기준 고찰

A Study on the Criteria for Small Schools with Priority Support

목적 이 연구는 소규모학교를 지원 정책을 수립하는 경우 우선적으로 지원이 필요한 소규모학교 기준이 어떠한가에 대하여 논의한 탐색연구이다. 방법 먼저, 소규모학교 지원 기준과 관련하여 학교규모에 대한 학술적 문헌 및 시·도 조례 등 문헌을 검토하였다. 또한, 지난 2012년부터 2020년까지 한국교육개발원 교육기본통계 자료를 활용하여 현황 분석을 실시하였다. 결과 본 연구의 주요 결과는 다음과 같다. 첫째, 소규모학교 가운데 우선적으로 지원이 필요한 소규모학교 구분 기준이 필요하다. 둘째, 소규모학교 지원 기준 설정에서 중요하게 고려되어야 할 요인은 학교교육과정 운영 및 수업이다. 셋째, ‘우선적으로 지원’이 필요한 소규모학교는 초등학교의 경우 6학급 미만, 중학교의 경우 3학급 이하이다. 마지막으로 소규모학교 지원 기준 설정 시, 우선적인 지원 기준으로 ‘학급 수’ 기준을 고려하되 각 시·도의 여건에 적합한 세부적인 지원 기준이 설정될 필요가 있다. 결론 본 연구는 현행 ‘학생 수’ 기반의 학교규모 기준에 대한 대안으로 학급 수 기반 기준을 고려할 필요가 있다는 점을 제안하였다. 추후 연구에서는 이와 같은 학급 수 기반의 학교규모 구분과 함께 소규모학교의 여건과 상황에 적합한 보다 세부적인 기준에 대한 검토가 필요하다.

Objectives The purpose of this study is to examine which criteria are more appropriate for small schools in making school size policies. Methods This study has the characteristics of a kind of exploratory study on school size standards. First, literatures such as academic literature on school size and municipal ordinances was reviewed. In addition, the current school size analysis was conducted using basic statistics data from the KEDI’s statistics(2012-2020). Results The main results of this study are as follows. First, small school standards that require ‘priority support’ are needed. Second, important factors to be considered in setting standards for small school support are the school curriculum operation and instruction. Third, “small schools that need priority support” are less than 6 classes in elementary schools and less than 3 classes in middle schools. Finally, when setting standards for supporting small schools, it is necessary to consider the “number of classes” standard as a priority support standard, and to set detailed support standards suitable for the conditions of each provincial in Korea. Conclusions This study suggested that it is necessary to consider the number of classes as an alternative to the current ‘number of students’-based school size standard. In future studies, it is necessary to review more detailed standards suitable for the conditions and circumstances of small schools along with such class-based school size classification.
