A Study on the Role and Competency of Local Council Members: A study focusing on the Seoul Metropolitan Council

본 연구는 지방의회 의원의 역할 및 역량 관련 내용을 종합하여 지방의회 의원의 역량을 도출하고, 이를 델파이 기법을 통해 지방의회 의원의 역할에 따른 필요역량을 탐색적으로 규명하는 것을 목적으로 하였다. 이를 위해 서울시민 대상의 설문조사, 서울시의회 의원 대상의 설문조사와 FGI, 전문가 델파이 조사를 진행하였다. 설문지는 총 1,200부가 수거되었으며, 그중에서 불성실한 응답 설문지 126부를 제외한 후 총 1,074부가 분석에 활용되었다. 연구결과, 첫째, 지방의회 의원의 역할에 대한 서울시민과 서울시의회 의원의 인식 차이를 분석한 결과, 시민과 의원 간 요구가 상이한 것으로 나타났다. 둘째, 지방의회가 처해있는 상황에 근거한 서울시민과 서울시의회 의원의 인식 차이의 원인을 파악하였다. 셋째, 델파이 조사를 통해 지방의회 의원의 역할수행에 필요한 역량의 적합도를 분석한 결과, 지방의회 의원의 역할과 역량으로는 소신과 품격을 갖춘 정치인, 집행의 공정한 감시자, 시민의 성실한 대변인, 의회조직 발전의 촉진자의 4가지 역할과 하위 20개 필요역량이 도출되었다. 본 연구의 결과는 지방 의회 의원들의 역량중심 교육을 통한 전문성 향상과 성과관리의 기초자료로 활용될 것으로 기대된다.

The purpose of this study is to bring together the roles and competency-related content of local assembly members and to explore the necessary competencies according to the roles of local assembly members using Delphi method. To that end, a survey was conducted on 1,074 Seoul citizens and 33 Seoul City Council members, and a study of FGI and experts was conducted on Seoul City Council members. The results of the study are as follows. First, it is necessary to systematize and refine the capacity of local council members that reflect the needs of stakeholders. Secondly, competency-oriented education programs based on competency assessment among local council members should be applied. Third, it is necessary to develop a competency-enhancing program for local assembly members based on advanced competencies. The results of this study are expected to be used as basic data for professional improvement and performance management through competency-based education of local council members.
