한국정부의 보호 및 정착지원에 대한 북한이탈여성의 경험 연구

A Study on the Experience of North Korean Defector on the Protection and Settlement Support of the Korean Government: Based on Consensual Qualitative Research

본 연구는 남한사회의 적응과 정착을 목적으로 북한이탈주민에게 제공하는 한국정부의 다양한 보호 및 정착지원에 대해 북한이탈여성들이 어떻게 인식하는지를 합의적 질적 연구방법을 통해 확인하고 이해하는 데 그 목적이 있다. 연구 결과 3개의 대영역과 8개의 중심영역, 그리고 23개의 범주를 도출해 낼 수 있었다. 본 연구를 통해 ｢북한이탈주민의 보호 및 정착지원에 관한 법률｣을 근거로 제공되는 각종 보호 및 정착지원은 북한이탈여성의 초기정착 및 남한사회 적응 등에 생활영역에서 전반적으로 도움이 되었음을 확인하였다. 한편 거주기간이 장기화되면서 개인이 처한 환경에 따라 지원제도에 대한 접근 관점, 지원 기간 및 내용 등에 있어 다양한 의견들이 제시되었다. 본 연구의 분석 결과는 향후 북한이탈주민의 지원정책에 대한 개선방안에 기초자료가 될 수 있을 것이다.

The purpose of this study is to confirm and understand how women who defected from North Korea recognize the various protection and settlement support provided to North Korean defectors for the purpose of adapting and settling in South Korean society through consensual qualitative research methods. As a result of the study, three large areas, eight central areas, and 23 categories could be derived. Through this study, it was confirmed that various protection and settlement support provided on the basis of the「Act on the Protection and Settlement Support of North Korean defectors」were generally helpful in the area of life for the initial settlement of women who defected from North Korea and adaptation to South Korean society. On the other hand, as the period of residence was prolonged, various opinions were presented in terms of access to the support system, the period of support, and the content depending on the environment in which the individual is in. The analysis results of this study can serve as basic data for future improvement plans for support policies for North Korean defectors.
