사회기관에 대한 신뢰가 대형재난 발생 시 소방기관 신뢰에 미치는 영향

A Study on Effect of Trust in Social Organization on Trust in Fire Service During Mass Disaster

이 연구는 사회에 영향을 끼치는 기관 및 단체에 대한 신뢰수준이 급박하게 발생하는 대형재난 발생 시 소방기관의 대응에 대한 신뢰에 미치는 영향을 살펴보고 신뢰도 개선을 위한 방안을 제시하기 위한 목적을 가진 연구로서 연구의 완성을 위하여 정부에 대한 신뢰와 정부 외 단체에 대한 신뢰 대형재난의 특성 및 재난 대응, 신뢰 등에 대한 이론적 배경을 바탕으로 설문조사를 통하여 확보한 자료를 통계적으로 분석하여 대응방안을 도출하였다. 정부는 국민을 대신하여 많은 업무를 수행하는 기관으로서 대형재난 발생 시 업무를 수행하는 기관에 대한 신뢰는 더 큰 피해를 예방하고 수습할 수 있는데 큰 영향을 끼친다. 따라서 대형재난에 대응하는 소방기관에 대한 신뢰는 매우 중요하기 때문에 소방기관의 신뢰에 영향을 끼칠 수 있는 다른 정부기관 및 사회단체에 대한 신뢰 또한 중요하다. 이 연구에서는 사회기관에 대한 신뢰가 대형재난 발생 시 소방관의 대응에 대한 신뢰에 미치는 영향을 살펴본 결과, 정부기관 중 입법기관과 행정기관에 대한 신뢰가 높을수록 소방기관에 대한 신뢰가 높아지는 것이 확인되었으며, 정부 외 단체 중에서는 경제계, 사회운동계, 교육의료계의 신뢰수준이 높아질수록 소방기관에 대한 신뢰가 높아지는 것이 확인되었다. 이중 입법기관에 대한 신뢰가 가장 크게 영향을 끼치는 것으로 나타났고, 그 다음이 행정기관에 대한 신뢰, 사법기관에 대한 신뢰, 경제계에 대한 신뢰, 사회운동계 신뢰, 교육의료계 신뢰, 언론계 신뢰 순으로 나타났다.

The purpose of this paper is to examine how the trust in the socially influential organizations and groups influence on the trust in the response of the fire service during the sudden mass disaster and to suggest the measures for improving the trust. For such purposes, this paper referred to the theoretical backgrounds on the trust in government, trust in other non-governmental organizations, characteristics of mass disaster, disaster response, and trust, conducted a survey, and analyzed the data statistically to come up with the response measures. The government is an agency which handles the multiple tasks for the people. During the large-scale disaster, the trust in the disaster-related organization plays significant influences on preventing the bigger damages and settling the disaster. The fire service responds to the mass disaster and the trust in the fire service is remarkably crucial. Since the trust in other governmental and social organizations influence on the trust in the fire service, the trust in these organizations is also important. In response, this paper examined how the trust in the social organizations influences on the firefighter’s response during the mass disaster. According to the analysis results, people with higher trust in the governmental legislative and administrative agencies showed higher trust in the fire service. Among non-governmental organizations, people with higher trust in the economic, social movement, educational, and medical organizations showed higher trust in the fire service. Among the organizations, the trust in the fire service was most affected by the trust in the legislative agency followed by trust in administrative agency, judicial agency, economic organization, social movement organization, educational and education organization, and media organization.
