재일코리안 민족교육에 대한 한국 민간 지원의 성과와 한계

Achievements and Limitations of Supporting Minzoku Koshis by a ROK Private Foundation

本稿は大阪の公立学校に設置されている民族学級において教育活動に従 事する民族講師の力量強化を目的とする韓國の民間財団が提供した財政支 援による事業運営の成果と限界を整理し、今後の改善方案を提示することを目 的としている。筆者は在日コリアン民族教育に関心を示した民間財団に事業を 提案し、財団は年間500万円規模の予算を在日コリアン民族教育を支援するコ リアNGOセンターに委託した。 コリアNGOセンターはこの基金によって民族講師1人を実務者として雇用し、 民族講師間の紐帶関係形成と教育的力量強化を目的とする民族講師相互間 の教育クリティーク活動と巡回指導員制度を運営した。汎在日コリアン民族教 育団体である民促協が解散した後、求心力を失った状態の中で約60%の民族 講師が事業に参加したのは画期的な成果である。 韓国教育院を通して韓国政府が支援する民族教育支援予算の1/10に過ぎ ない規模にもかかわらず、今回の財政支援は次のような成果を上げた。第一 に、民族講師の拠り所づくりの必要性が認識され、意思疎通の活性化に寄与 した。第二に、経験の浅い民族講師を中心に、派遣先の学校で孤立する場 合が見受けられ、また、民族講師間の力量差が顕著という点が巡回指導員に よって再発見された。第三に、民族講師を指導しつつ、問題点を共に解決する巡回指導員の役割を民族講師1名に付与した結果、1年間に50回以上の現 場訪問を通じて教育上の問題点、学校関係者などとの葛藤、生徒に対する差 別事件、在野における民族教育活動の発掘および支援などの成果を挙げるこ とができた。

This paper discusses the outcomes and achievements of financial support provided by ROK’s private foundation to enhance the teaching capability of instructors of heritage education or minzoku koshi in Japanese in the Osaka public schools. The size of the fund reached 5 million Japanese yen for one year. Korea NGO Center, a Zainichi NGO in Osaka, was the recipient of this fund. The center employed one of the minzoku koshis as the moderator of this project. The mutual critique for class activities and the circulated instructor for minzoku koshis were implemented by her initiative. Among more than 50 minzoku koshis, 30 of them participated in the critique activities. Also, the coordinator visited Osaka public schools 54 times to settle a variety of troubles and difficulties in heritage educational activities. However, the fund was lifted one year later. The reasons were as follows. First, the term of the project was too short to decrease the tention of political conflicts among existing support groups. Second, the private foundation’s owner lost interest in providing financial support one year later. Third, it was insufficient to solve a financial difficulty for part-time minzoku koshis solely by ‘support’.
