Biden Administration’s Indo-Pacific Strategy: Nature, Contents, and Keys to Success

‘인도태평양’은 미국의 전략개념 이전에 급속히 부상하고 있는 지정학적 지역개념이기도 하다. 통합된 지역개념으로 인도태평양은 안보·경제·문화 등 다양한 영역에서 세계에서 가장 역동적인 지역으로 부상하고 있다. 미국의 인도태평양 전략은 대중국 견제의 성격을 띠고 있지만, 전략적으로 가장 중요한 지역인 인도태평양에 대한 정책은 미국의 국가이익과 직결되어 있기도 하다. 트럼프 행정부가 인도태평양 전략을 오바마의 ‘아시아 재균형’을 대체하는 아시아 전략으로 채택하면서 미국은 다시 큰 전략의 틀 안에서 아시아 정책과 중국 정책을 추진할 수 있게 되었다. 미국의 아시아 전략은 강성권력에만 의존하기보다는 지역 국가들의 “마음을 살 수 있도록” 연성권력을 잘 활용해야 한다. 하지만 트럼프의 인도태평양 전략은 미국 우선주의, 동맹과 제도의 무시, 외교적·경제적 관여의 결여로 인해 한계를 드러냈다. 바이든 행정부는 트럼프 행정부의 인도태평양 전략을 계승해 보완하고 강화하며 추진하고 있다. 바이든의 인도태평양 전략은 전략의 다면성을 확충하고 동맹 외에도 외교력, 민주주의와 인권의 가치, 제도와 같은 연성권력 자원을 적극적으로 활용하며 트럼프의 전략에 비해 세련된 모습으로 더 효율적으로 가동되고 있다. 하지만 미국 우선주의의 잔재, 미국의 분열상, 우크라이나 전쟁 등은 바이든의 인도태평양 전략의 수행에 걸림돌로 작용할 수 있다.

The ‘Indo-Pacific’ is an American strategy for Asia, but it is also a new concept of region in Asia. It has assumed new importance due to the changing geopolitical environment associated with the rise of China and ensuing US-China strategic competition. This research traces the ways in which the Indo-Pacific has emerged as a new geopolitical concept for Asia and has evolved as the US strategy for Asia. When the Trump administration replaced Obama’s “Rebalance” strategy with the Indo-Pacific strategy the US was able to pursue Asian policies under an overarching strategic framework, but Trump’s strategy experienced setbacks because of the ‘America First’ posture, failure to elicit cooperation from allies and stakeholder countries in the region, and an inability to utilize institutional assets and diplomacy. While the Trump administration relied mainly on hard power, the Biden administration’s Indo-Pacific strategy diverges from his predecessor’s in that it seeks to expand and utilize US soft power capabilities, inducing more proactive and voluntary cooperation from regional countries by strengthening minilateral institutions, alliance and other partnerships, value diplomacy, and the like. Biden’s strategic approach, its presumed merits notwithstanding, is likely to encounter a number of hurdles because of remnants of America First, divisions in US society, the Ukrainian war, and other factors.
