Project Delivery Methods Appropriate for Research Facilities That Require Flexible Usage of Spaces and Integration of Complex Technologies

Design-bid-build project delivery method has dominated government projects for many years in South Korea. Such delivery method has great benefits for the government such as fair selection of general contractors based on the lowest bid which saves tax money. However, it is not always properly applicable. Projects with complex programs, high-tech infrastructures and other constraints that require collaborative design and engineering and cost control tend to require contractor’s involvement in the design phase. Saemangeum Renewable Energy Total Operations Center (TOC) is a good example of such complex programs and requirements. This paper examines how a similar project in the US has taken with a design-build delivery method to achieve the goals of the project. It also suggests bid law changes to enable such projects.
