As cities grow, disasters occur more diverse forms. In particular, cities show the characteristics of many people living in narrow areas compared to other regions, which can cause more damage in the event of a disaster. Disaster can divide natural disaster, which is occured by natural, and man-made disaster occured by people or social systems. Unlike natural disasters, man-made disasters are characterized by difficulties in prevention and preparation in the disaster management process. The purpose of the study is to find the possibility of infrastructure use to respond to man-made disaster and to identify the connection with man-made disatster. Among the man-made disasters, this study focused on infectious diseases, which have recently become an issue. Previous research studies, spatial autocorrelation analysis, and spatial regression analysis were used as research methods. Among the Ordinary Least Squares(OLS), Spatial Lag Model(SLM), and Spatial Error Model(SEM), the most appropriate model, SEM, was selected. Through the analysis, the number of youth training facilities and markets & the area of youth training facilities, and rivers showed a positive(+) relationship with the confirmed case of COVID-19. The number of water supply facilities & the area of parks, water supply facilities, and broadcasting and communication facilities showed a negative(-) relationship with the confirmed case of COVID-19. As results of this study, when responding to a disaster, it is necessary to respond flexibly to the overall infrastructure not only disaster prevention facilities. In addition, in case of the initial response and social distance policy, public-use facilities such as cultural facilities and market need strong regulation. And public-use facilities need to be installed in consideration of the density and area to reduce the spread of infectious diseases.
