Biden Administration’s Strategy for Global Alliance: Identity Politics, Clash of Civilizations, and Global Supply Chains

This study analyzes the Biden Administration’s global alliance strategy. Proceeding from the context of confrontation with the People’s Republic of China, the Biden Administration’s strategy for global alliance is hinged on the notions of “identity politics” and “clash of civilizations.” Through these processes, the United States is rebuilding and reorganizing the global space of political economy. Today, the bilateral relations between the United States and China has moved beyond the scope of cooperation based on the “Kissinger Order” and has arrived at the system of confrontation. The Biden Administration is planning and building a new global alliance framework that is intended to keep China in check, and this framework is creating a post-Kissinger order. The new global framework includes alliances and gatherings of democratic countries(D-10 and Summits for Democracy), economic partnerships with allied and pro-US countries based on reorganizing global supply chains(IPEF), and expansion of various military security organizations(bilateral alliances, AUKUS, Quad, and Five Eyes). After the COVID-19 pandemic, the Biden Administration’s global alliance strategy exhibits the hybrid characteristic of merging the security framework with the economic framework, the latter of which is represented by the reorganization of global supply chains.
