테마형 커뮤니티디자인을 통한 농촌 공동체 활성화 방향 고찰

A Study on the Activation of Rural Community through Thematic Community Design: Through action group role of rural new vigor plus business and analysis of its type

본고는 농촌신활력플러스사업에 있어 핵심적 활동조직이라고 할 수 있는 액션그룹(147단체)을 대상으로 과연 이들이 어떤 역할을 수행하기 위해 조직된 공동체인지 그 성격을 조사해 유형을 분류하고, 조직 운용상의 특성 등을 분석하여 지역 공동체 활성화 방향으로 테마형 커뮤니티의 필요성을 제언했다. 결과적으로 액션그룹은 크게 경제적 커뮤니티, 문화·관관형 커뮤니티, 테마형 커뮤니티로 분류할 수 있고, 소득창출에 목적을 둔 경제적 커뮤니티에 편중되어있는 것을 확인했다. 결국, 신활력플러스사업은 하드웨어 사업보다 소프트웨어, 휴먼웨어 성격의 사업추진에 방점을 두고 있고, 기존 정부제정지원사업에서 구축된 다양한 인프라의 활용과 연계를 강조하고 있다는 점을 감안하면 특정 목적성 조직 못지않게 지리적 관계나 혈연적 관계에 한정되지 않고 많은 사람들을 연결하고 이어줄 수 있는 테마형 커뮤니티의 필요성이 부각된다. 이에 테마형 커뮤니티의 발굴과 참여기회 확대, 옥외 유휴공간의 적극적 활용과 이를 위한 정책적 지원, 커뮤니티간 협력을 통한 시너지효과 창출, 세대간 연계를 통한 공동체의 지속성 확보 등 커뮤니티디자인의 필요성을 제안했다.

This dissertation suggested the necessity of thematic community as regional community activation method by classifying type of action group(147 groups) which can be said to be pivotal activity organization for rural new vigor plus business by investigating their character, i.e., whether they are organized to play certain role. In conclusion, action group can be largely classified into economic community, culture· tour community and thematic community and it was confirmed that they are concentrated on economic community which aims to create income. After all, new vigor plus business emphasizes the promotion of business in the character of software and human ware than hardware. Considering that the utilization and connection of diverse infra built in existing government financial support business is emphasized, the necessity of thematic community which can connect & link many people as efficiently as organization of specific purpose without being limited to geographic relation or consanguinity. Thus, the necessity of community design is suggested, that is, finding thematic community and expanding the opportunity of participation, active utilization of outdoors unused space and politic support for it, creating synergy effect through cooperation between communities, ensuring continuity of community through connection between generations.
