A Study on the Level of Community Wellbeing in Chungcheongbuk-do: Using Traditional IPA and Revised IPA

(Purpose) The purpose of this study is to provide information necessary for the distribution of public services and adjustment and prioritization of residents' needs in order to improve the level of community wellbeing in Chungcheongbuk-do. (Design/methodology/approach) To examine differences in community wellbeing levels by background variables, t-tests and one-way ANOVA were performed. To improve the level of community wellbeing, the IPA(Importance-Performance Analysis) was adopted. Because it ensures that with limited manpower and budget, useful information is provided for the capital areas or detailed projects that need to be addressed most. In addition, a comparative analysis was conducted using the revised IPA of Deng(2007) to overcome the limitations of the traditional IPA. (Findings) First, the analysis results of the traditional IPA revealed a limitation in that they were concentrated in the I and III quadrants, and it can be confirmed that the item attributes were relatively evenly distributed in each quadrant in the revised IPA of Deng(2007). Second, when looking at the importance and satisfaction as a whole, it can be seen that the satisfaction is low and the importance is high for all capital or detailed items. Third, the items included in Quadrant II by IPA, which can suggest policy implications, are items perceived by the residents of Chungcheongbuk-do as high in importance but low in satisfaction. It is considered that intensive improvement efforts should be made in this area. (Research implications or Originality) The results has show that, compared with the importance, the field with the lowest satisfaction is the field of "Medical/Health Service". Despite the high level of medical care in South Korea, continuous attention is required for excellent medical personnel and medical facilities that can maintain a healthy state.
