RCEP 협정을 통한 GVC 경쟁력 제고와 가치사슬 고도화에 관한 연구

A Study on the improvement of GVC Competitiveness and Value Chain Upgrading through RCEP Agreement: Focusing on Rules of Origins

본 연구에서는 가치사슬 고도화의 실현이 국제분업 구조에서 고부가가치 산업의 주도권 및 경쟁력을 확보할 수 있는 가장 중요한 고도화임을 주장한다. RCEP 협정이 어떻게 가치 사슬 고도화의 동력으로 작용하며, 우리나라의 GVC 경쟁력 강화 및 공급망 안정화에 영향을 미칠지 분석한다. RCEP과 다른 ASEAN+1 FTA의 원산지결정기준 별 품목수, 각 FTA 기준을 통해 분석한 원산지결정기준의 단일화 및 누적조항에 관한 문헌고찰을 실시하였다. 완화된 원산지결정기준을 통해 수출기업들의 RCEP의 이용률이 상당히 높게 나타날 것으로 예상된다. 나아가 통일된 하나의 원산지결정기준을 채택함으로써 역내 15개국 간의 수출의 원활화 및 공급망 안정화 효과를 기대할 수 있으며, 폭넓은 누적조항을 통해 개별 FTA 네트워크로는 불가능했던 중소수출기업 등에서 역내 수출 및 시장약진의 효과가 나타날 수 있다. 이는 모두 궁극적으로 효율적·안정적인 수출입에 수렴하며, 보다 다원화된 교역구조를 구축하고 그 안에서의 무역자유화 및 시장개방을 통해 무역이익을 극대화하는 가치사슬 고도화에 기초한다.

Purpose : This study analyzes how the Regional Comprehensive Economic Partnership (RCEP) acts as a driving force for value chain upgrading and how it will affect Korea's global value chain (GVC) competitiveness and stabilization of the supply chain. Research design, data and methodology : The number of items per country under the rules of origin under the RCEP and ASEAN+1 FTAs is analyzed. Unification of the rules of origin is analyzed through each FTA standard. A literature review on accumulation is conducted. Results : A unified standard can be achieved for the rules of origin under the RCEP that facilitates exports and stabilizes the supply chain in 15 countries. Through accumulation, the effect of regional exports and market advancement can be seen in small and medium-sized export companies, which was impossible with individual FTA networks. Conclusions : All of these ultimately converge on efficient and stable imports and exports, and are based on the establishment of a more diversified trade structure and value chain upgrading that maximizes trade profits.
