An Analysis of the Effects of Environmental and Pandemic Risks and Trade Policies on the Global Value Chain

본 논문에서는 문헌연구를 통하여 환경 및 팬데믹 리스크와 무역정책이 GVC에 미치는 영향과 상호작용을 분석하고 이에 대한 정책적인 시사점을 살펴보았다. 환경 및 팬데믹 리스크와 무역정책이 GVC에 주는 충격이 증가하는 것과 마찬가지로 GVC가 환경 및 팬데믹 리스크와 무역정책에 미치는 영향도 증가하고 있다. 하지만 환경 및 팬데믹 리스크와 무역정책은 인간이 발생시키는 원천과 메커니즘에 속하므로 잘 다루어질 경우 대내·외적으로 보다 잘 통제될 수 있다. 반면에 이러한 리스크와 무역정책의 부정적 효과를 적절한 방안을 통해 줄이지 못할 경우 GVC가 제공하는 혜택도 위기에 처하게 될 수 있다. 리스크에 대한 예방조치는 증가하는 리스크에 대처하는 비용을 줄이는 데 도움이 된다. 국제적인 협력, 호혜주의, 투명성만이 통제되지 않는 기후변화, 팬데믹, 일방적인 무역정책을 줄일 수 있다.

This paper analyzes the impact and interaction of environmental and pandemic risks and trade policies on GVCs through literature research, and examines policy implications for this. Just as the impact of environmental and pandemic risks and trade policies on GVCs increases, so does the impact of GVCs on environmental and pandemic risks and trade policies. However, environmental and pandemic risks and trade policies belong to human-generated sources and mechanisms, and if handled well, can be better controlled internally and externally. On the other hand, if these risks and the negative effects of trade policies are not reduced through appropriate measures, the benefits provided by GVCs may also be at risk. Preventive measures against risks help reduce the cost of coping with growing risks. Only international cooperation, reciprocity and transparency can reduce uncontrolled climate change, pandemics and unilateral trade policies.
