사과와 배는 수입 허용 여부와 관련하여 타 농산물에 비해 상대적으로 높은 주목을 받고 있으며, RCEP 와 CPTPP와 같은 농산물 시장 개방화가 진행됨에 따라, SPS 조치 해제 가능성 또한 높아지고 있어, 이에 대응하는 연구의 필요성이 점차 커지고 있다. 본 연구에서는 SPS 조치 해제에 대한 선제적 대응의 일환으로 수입금지 대상 품목인 사과와 배의 잠재적 수요 분석을 수행하고자 한다. 본 논문에서는 사과와 배의 수입 대상국이 될 수 있는 주요 국가를 중심으로, SPS 조치 해제 시 나타날 수 있는 잠재적인 가격을 추정하고, 수입 과일의 원산지별 선호도를 파악하였다. 분석 결과, 수입산 사과 가격은 국내산 사과보다 23.6~54.8% 저렴할 것으로 예상되며, 수입산 배의 경우 국내산 배보다 25.2~65.2% 저렴한 가격이 예상된다. 과일의 추정 가격은 원산지에 따라 다르며, 품목에 따라 가격의 증감폭도 다르게 나타났다. 아시아산 과일에 대한 선호도는 상대적으로 낮았으며, 소비자들은 수입 배보다는 수입 사과를 더 선호하는 것으로 나타났다.
Apples and pears are receiving relatively high attention compared to other agricultural products regarding whether or not to allow imports. As agricultural market liberalization measures such as the RCEP and the CPTPP progress, the possibility of lifting SPS measures is also increasing, along with the need for corresponding research. As part of a proactive response to the lifting of SPS measures, this study intended to analyze the potential demand for apples and pears, which are items subject to import bans. In this paper, it is estimated the potential prices that may occur when the SPS measures are lifted, focusing on major countries that could be import sources for apples and pears, and identified the preference for imported fruits by country of origin. As a result of the analysis, it is expected that prices of imported apples are 23.6% to 54.8% lower than for domestic apples. In the case of imported pears, the prices are expected to be 25.2% to 65.2% lower than for domestic pears. The estimated prices of the fruits were different according to their country of origin, and the ranges of price increase and decrease were different depending on the item. The analysis results imply that the preference for Asian fruits was relatively low, consumers preferred imported apples more than imported pears.
