Japan's Public Diplomacy and its Supporting System for Japan Studies Abroad

이 글은 일본 정부가 수행하는 공공외교의 하나인 해외의 자국학(일본학) 증진을 위한 일본 정부의 일본학 지원체계 및방식을 분석하고, 이를 통해 해외 한국학 증진을 위한 시사점을 얻고자 한다. 다수의 일본학 지원 기관 중, 특히 외무성산하의 국제교류기금의 조직과 활동을 중심으로 해외 일본학지원 사업을 분석한 결과, 일본 정부는 중앙집권적인 방식으로 정책을 수립·집행하고 있으며 국내 외교목표와 연계하여 지원하고 있음을 알 수 있다. 또한 인적교류 및 연구 활동에 집중하고 있으며, 일본어 및 문화교류 예산을 줄이는 반면, 일본학에 대한 예산을 증가하는 추세임을 알 수 있다.

This study analyzes the Japanese government's supporting system for Japan studies abroad to provide implication for promoting Korean studies abroad. Among many supporting organizations for Japan studies, this study focuses on the organization and programs of Japan Foundation. Japan's system for Japan studies abroad is centralized and hierarchial, and involves in the government foreign policies. Programs for promoting Japan studies now emphasize human exchange and research activities. While the government has reduced budget for studying Japanese language and culture, it increased budget for Japan studies in terms of humanities, social sciences, and science and technology.
