신냉전시기 한국의 외교전략 방향에 관한 소고(小考)

A Little View on the Direction of South Korea’s Diplomatic Strategy in the New Cold War Era: Based on the Trilateral Cooperation of South Korea, United States, and Japan

이 글의 목적은 신냉전시기 한국의 외교전략 방향을 모색하기 위한 것이다. 이글은 우선 한미일 관계를 양자관계로 각각 살펴보고, 한국의 딜레마를 고찰하였다. 한미관계에 있어 한국은 미중간 선택의 딜레마에 빠져있다. 한일관계 원활화의 문제점은 역사문제이다. 마지막으로 한미일 협력에 긍정적인 영향을 주는 미일 결속이 한국에게는 중국과 일본 간에 또 다른 선택의 딜레마를 안겨주고 있다. 이러한 딜레마에도 불구하고 이 글은 북한의 위협이 계속되고, 중국이 북한을 패권경쟁의 지렛대로 삼는 한 한미일 협력은 필수적이라고 주장한다. 한국은 견고한 한미동맹을 기반으로 3국간 체제 동질성을 강조하는 국가전략을 펴야할 것이다.

The purpose of this article is to seek the direction of diplomatic strategy for South Korea in the new Cold War era. This paper considers the bilateral relationship between R.O.K.-U.S.-Japan and the dilemma for South Korea. The Republic of Korea encounters the difficulty of choosing between U.S.A. and China. The disturbance in facilitating relations between South Korea and Japan has been a historical problem. Lastly, South Korea has another dilemma in choosing between Japan and China in spite of the solidarity of U.S.A and Japan giving a positive affection on the trilateral cooperation. Despite these dilemmas, this paper asserts that the trilateral collaboration among R.O.K.-U.S.-Japan is essential as long as North Korea’s threat and China’s trial, using North Korea as a lever of hegemonic Competition, last. South Korea should adopt the national strategy which emphasizes the trilateral homogeneity of a political and economic system based on a firm ROK and U.S.A. alliance.
