한국정당의 복지정책 이념 변화에 관한 연구

A study on the change of the ideology of welfare in korean political parties : Focusing on the platforms of the major two-parties from 2007 to 2016

한국 정치사에서 복지 문제가 중요한 화두로 등장하기 시작한 것은 2000년대 후반 부터였다. 2007년 대통령 선거에서 복지 관련 이슈가 선거 캐치프레이즈로 처음 등장한 이후 2010년에는 무상급식 문제를 둘러싸고 ‘복지’ 담론이 범국민적으로 크게 확산되었으며 2012년 대선 때는 여야를 막론하고 대부분의 정당들이 복지국가를 시대적 가치로 표명하며 다양한 복지 정책들을 앞 다투어 제시했다. 하지만 2016년 치러진 4.13 총선에서는 그토록 뜨거웠던 복지 담론의 열기가 차갑게 식었고 복지정책을 둘러싼 논의들도 실종되었다. 이에 본 연구는 2007년 이후부터 2016년 까지 약 10년간 한국 정당의 복지 이념이 어떻게 변화해 왔는지 양대 정당의 정강정책을 중심으로 살펴보고자 한다. 국가 운영의 기초가 헌법에 있다면 정당의 설립 및 운영의 모든 기초는 정강정책에서 시작하기 때문이다. 정부의 정책결정 과정에 있어서 정당의 이념이 중요한 영향을 미치며 특히 복지국가를 건설하는 과정에 있어서 정당의 영향력이 크다는 점을 고려할 때 한국 정당의 복지 이념을 연구하는 것은 한국형 복지국가 건설을 위한 방향을 모색하는데 매우 중요한 의미를 가질 것이다.

‘Welfare’ issues have become a conversational topic within Korean politics since 2007. Following the appearance of ‘Welfare issue', the dominant catchphrase taken from the 2007 president election, ‘Welfare’ discourse became widespread to pan-national issues concerning free school lunches in 2010. Many political parties, whether in office or opposition, declared ‘Welfare state' as the value of current times and began scrambling to present various policies to reflect such concerns. Subsequently, the zeal of the ‘Welfare' discussion cooled down, with the argument over welfare policies completely disappearing in 2016's general election. Political parties manuever and are structured based on their platforms, as a country does so based on its constitution, to look deeply into such a subject would present compelling information on their reasoning for chosen policies, decision making and many other related aspects. Therefore, this study aims to analyze how the ideology of welfare of Korean political parties have changed due to the shift of focus on the major two-parties’ own platforms. In conclusion, the ideology of a political party has great effects on the processes for it's policies and the significant effects on the decisions of welfare policies. A study on the ideology of welfare of a political party has very important significance to establish a Korean welfare state.
