미국 코로나-19 거버넌스 이중실패

Double Failures in the US Governance of COVID-19: Focusing on Populist Leadership and Electoral Politics

본 연구는 보건 및 방역 분야의 최고 선진국이라고 평가되었던 미국의 팬데믹 ― 즉코로나-19 ― 거버넌스 실패를 이중 거버넌스 실패 즉 ― ‘국내적 거버넌스’와 ‘국제거버넌스 실패’ ― 로 개념화하고 그 원인을 미국 국내정치 그중에서 포퓰리즘 성향의 리더십과 휘발성 짙은 선거정치에 초점을 맞추어 설명한다. 논문의 핵심 주장은 트럼프 대통령의 포퓰리스트 선호가 재선과 맞물려 반(反)엘리트주의와 편 가르기 정치로 구체화되 미국의 국내 코로나-19 거버넌스를 어렵게 했으며 외교정책 영역에선 애국주의 흐름을 강화시켜 미국의 코로나-19 국제공조를 어렵게 하였다는것이다. 이 주장을 2020년 미국의 코로나-19 대응 사례연구를 통해 자세히 입증하고 있다.

The study aims at explaining causes U.S. failure of governing Covid-19 crisis after conceptualizing it as double failures-i.e., domestic-and international failure in controlling of the Coronavirus with an emphasis on top leadership’s populist preference and volatile electoral politics. Central to the argument is that President Trump’s populist preference, coupled with his incentive to be re-elected, gave rise to anti-elitism, patriotism, and black-white partisan politics, which prevented the US both from handling the spread of Covid-19 at home and from constructing international cooperation for mitigating the virus. The case study of US Covid-19 governance in the year of 2000 lends a strong support for the argument.
