Review of federal system as the governing principle of nation after absorbing unification

통일은 왜 해야 하고, 무엇을, 어떻게 통일할 것인지가 중요하다. 단일민족, 단일국가의 막연한 당위성보다는 남북한 주민들의 통일열망과 강렬한 통일에 대한 에너지가 통일의 정당성을 제공한다. 통일은 한 마디로 ‘주권의 통일’과 ‘문명의 통일’이다. 주권의 통일은 군사권과 외교권으로 대표되는 권력을 누가 갖고 있느냐의 중요한 문제이며, 문명의 통일은 남북한의 문명격차를 극복함으로서 성공적인 통일로 가는 핵심 관건이다. 남북한의 ‘문명격차’는 통일을 가로막는 핵심원인이 되고 있다. 남북한 간의 현격한 문명격차를 감안한 가장 현실적인 통일방안은 ‘흡수통일’이 유일하다. 흡수통일 이후 통일국가의 운영체제로는 ‘연방제’, ‘1국가 2체제’, ‘단일체제’, ‘국가연합’을 상정해 볼 수 있다. 통일국가의 운영원리로서 연방제가 가장 적절한 제도로 평가된다. 연방제의 기본구조는 연방대통령이 안보와 외교를 맡고 각 지역정부가 내정을 담당하는 구조다.

It is very important why, how and what unification are. The justification of unification is defined not by vague appropriateness as one People or one Nation, but by the enthusiasm of North-South Koreans and the strong energy toward unification. It can be said in one word that unification is the unification of sovereignty and civilization. The unification of sovereignty is the important factor that can be significant which part has the power of military and diplomacy as described as the power of nation. The civilization of unification is also the significant factor on the way to successful unification to overcome the civilization distinction between two Koreas. The civilization distinction between two Koreas is regard as the important reason that block the way of unification. Considering the distinguished civilization distinction between two Koreas, the most realistic method of unification is solely described as the absorbing unification. After the absorbing unification, federal system or one nation-two systems or unitary system or confederation of states would be considerable as the governing system of unified nation. The federal system can be regarded as the most appropriate system for governing principles of unified nation. The basic structure of a federal system is composed of that a president of federal country charges the security and diplomacy issues and each regional government take a responsibility of domestic affairs.
