Northeast Asian Peace and Cooperation Initiative: Vision, Objectives, and Major Themes

21세기의 국제정치에서 전략적 영역으로 부상한 아시아의 상·하위 정치는 역설적으로 상호 모순적 상황을 연출해내면서 지역질서의 불확실성과 유동성을 부각시키고 있다. 즉, 경제영역으로 압축되는 아시아의 하위정치에서는 역내 협력과 번영, 그리고 다양하고 다층적인 제도 구축을 통해 지역의 경제공동체를 구축하기 위한 일련의 노력들이 진행되면서 지속적인 역내 경제성장을 위한 추동력을 창출해내고 있다. 그러나 정치·안보영역으로 상징되는 아시아의 상위정치는 이와는 사뭇 다른 양상으로 진행되고 있다. 특히, 중국의 부상으로 상징되는 힘의 전환은 지역질서의 불확실성을 높이는 가장 중요한 요소로 작용하고 있다. 다른 한편으로 아시아 지역이 전략적 영역으로 부상했다는 사실 그 자체가 역내 국가들 간의 이해 대립적이고 갈등적 양상의 주요 쟁점들을 활성화시키는 촉매 역할을 담당하고 있다. 정치·안보적 측면에서 뿐만 아니라 경제적 측면에서도 전략적 영역으로 부상한 아시아의 현주소는 지정학적 대립과 갈등, 지경학적 개방과 협력이라는 상호 모순적 양상을 표출하고 있다. 이러한 상호모순적 양상의 지속은 장기적으로는 지정학의 경쟁이 지경학의 협력을 압도하여 역내 경제성장의 원동력을 상실케 할뿐만 아니라 과거의 지역적 적폐(deep-rooted evils)를 부활시킬 수 있는 잠재성을 내포하고 있는 것이다. 이러한 아시아의 지정학과 지경학의 반비례적이고 상호 모순적인 현상이 바로 박근혜 대통령이 언급한 아시아 패러독스(Asia's paradox)인 것이다. 이런 맥락에서 이 글은 고속성장과 개방적 협력을 통해 부상하는 아시아가 갈등과 대립의 아시아로 전환될 우려에서 나온, 아시아 패러독스를 극복하기 위한 대안으로 박근혜 정부가 제시한 동북아 평화협력구상의 인식론적 배경, 비전과 목표, 그리고 이를 달성하기 위한 주요 의제들을 검토하고 이를 추진하기 위한 추진전략을 제시하고자 한다.

This article introduces the vision and objectives of Northeast Asian Peace and Cooperation Initiative(NAPCI), officially proposed by President Park Geun-hye on May 9, 2013 and tries to examine its content. According to President Park‘s remark, 'Asia suffers from Asia's paradox, a discrepancy between a high level of economic interdependence and a low level of political or security cooperation. The discrepancy is the most important obstacle to overcome by the leaders of the region. The way to manage the paradox will determine the composition of a new order in Asia. The NAPCI will serve the cause of peace and development in Northeast Asia'. In this context, this paper examines the initiative's vision and objectives. There are three main objectives in terms of security issues in Northeast Asia: preparing the groundwork for peace on the Korean Peninsula and its reunification, building a mechanism of peace and cooperation in Northeast Asia through a multilateral dialogue process, and fostering an unprecedented grand-reconciliation through correct understanding of history in Northeast Asian countries. This paper also explains the initiative's major themes, such as: ① solving the North Korean nuclear issues directly concerned more sustainable peace regime on the Korean peninsula, ② implementing measures that build political and military confidence and create an environment for arms control, ③ pursuing bi-multilateral soft/asymmetric security issues, ④ bolstering and strengthening the ties between inter-middle powers in Asia, ⑤ attaining mutually beneficial human security. In conclusion, NAPCI is a great vision of Korean government that is able to cope with the paradox of Asia and to dedicate the prosperity of Northeast Asia.
