필리핀과 태국의 민주화과정 비교 연구

A Comparative Study on Democratization in the Philippines and Thailand: Legitimacy, Solidarity, and Historical Experience of Political Opportunity Structure

이 연구는 1986년의 필리핀 민주화과정과 1992년의 태국 민주화과정을 비교론적 시각으로 고찰하는데 주요 목적이 있다. 특히 본 연구는 국가(정부)와 시민사회 사이의 역학관계와 정치변동 사이의 관계에 주목하여 국가권력에 대한 시민사회의 수용 및 저항의 타당성을 의미하는 ‘정당성’(legitimacy), 국가와 시민사회 각 세력들 사이의 힘의 결집과 역량을 나타내는 ‘연대성’(solidarity), 그리고 민주화 및 민주주의의 경험적 축적 정도를 의미하는 ‘역사적 경험’(historical experience) 등 세 가지 요인들을 중심으로 태국과 필리핀의 민주화과정을 분석하였다. 연구 결과, 두 국가의 민주화과정을 통해 우리가 공통적으로 인식할 수 있는 사실은 억압적 통치구조와 권위주의체제에 기인하여 국가권력의 정치적 정당성이 미약하고 집권세력 내부의 역량과 결속력이 약화된 반면, 민주화를 요구하는 시민사회의 정당성과 내부 역량이 강화되어 저항운동이 활성화될수록 민주화과정에 긍정적인 영향을 미치게 된다는 점을 파악할 수 있었다. 또한 이들 국가들의 과거 정치과정 속에 내재되어 있던 민주화운동과 민주정치의 경험은 이들 국가들에서 독재정권과 권위주의체제에 저항하는 민주화운동이 활성화되는 기본적인 토대와 촉매제로 작용하였다.

The Purpose of this study is to review the democratization process and to analyze the dynamic relationship between state (government) and civil society in the Philippines and Thailand. For theoretical and systematic analysis, especially, this study uses three variables of ‘legitimacy,’ ‘solidarity,’ and ‘historical experience’ of state-civil society relationship. The legitimacy of state-civil society relationship means the basic of state power as a ruling power and the rightfulness of democratization movement as a resistance power. The solidarity means the concentration of power and capability in state power and civil society power, and it has a influence on the victory or failure of democratization process. And, the historical experience is the experience accumulation of democratization movement or democracy in each country. According to the study result, we can be aware that each country has dynamic experience of democratization and state-civil society relationship. In the democratization process, the legitimacy of state as a ruling power was reduced, and the rightfulness of democratization movement was increased in each country. The ruling power's force was broken up, and the force of civil society was concentrated. And, also, the experience of each country's democratic politics or democratization was useful to promote the successful democratization.
