서광계(徐光啓)의 해상방어 전략과 조선

Xu Guangqi(徐光啓)'s Maritime Defense Strategy and Joseon

이 연구는 명대 말기, 중국을 대표하는 지식인 서광계(徐光啓)가 강남 연해의 방어를 위해 제시한 전략을 검토하였다. 그는 1618년, 수세기에 걸친 ‘왜’와의 접촉과 갈등을 역사적으로 분석하고 궁극적인 해상방어책을 제시한 『해방우설(海防迂說)』을 저술하였다. 이 논설에는 지구적 규모의 상업화의 흐름 속에서 상해를 비롯한 연해 지역에서 느꼈던 위기의식이 반영되어 있다. 서광계는 1592년 조선을 침략한 일본이 오십여년 전, 강남을 침범한 왜구와 마찬가지로 중국 동남 해역 무역의 개방을 요구하고 있다고 보았다. 전쟁이 끝난 뒤에도 일본은 계속 중국과의 해상 교역을 위해 유구(琉球)를 복속시키고 대만을 위협하고 있었다. 그는 최선의 해상방어를 위해서는 군사적 해결이 아니라 일본에 무역 시장을 개방하고 교류를 터야 한다고 주장했다. 그의 구상 속에서 조선은 언제든지 일본과 내통하여 중국을 배신할 위험성을 지닌 존재로 간주되었다. 일본은 동남 해상경로로 중국 진출을 꾀하는 한편, 북쪽 조선을 통한 육상 경로를 계속 장악하고자 했다고 본 것이다.

This study reviewed the maritime defense strategy for the coast of Jiangnan(江南), proposed by Xu Guangqi(徐光啓), who was a prominent intellectual figure representing China in the end of the Ming Dynasty. In 1618, he wrote "Haifangyushuo (海防迂說)”, which analyzed centuries of contact and conflict with the Japanese(倭) and suggested permanent maritime defense strategies. This thesis reveals the sense of impending crisis felt in the coastal areas amidst the flow of global commercialization. In this article, Xu Guangqi considered that the real purpose of Japan’s invasion of Joseon in 1592, was the opening of trade in southeastern China, just like the Japanese pirates’ (倭寇) invasion of Jiangnan more than 50 years ago. Even after the war, Japan continued to subjugate Liuqiu(琉球) and threaten Taiwan for the same purpose. He concluded that the best naval defense is to open up the trade market to Japan and to promote exchanges, rather than to resort to a military solution. Due to the biased information delivered through the patchy nature of maritime communication, he considered Joseon was likely to conspire with Japan and betray China. In his view, Japan desired to establish a correspondence with China through Joseon, while still pursuing the opening of trade through the southern east sea.
