유엔 MDGs와 SDGs 시대 개발 파트너십의 의미 비교 분석 연구

In Search of the Meaning of Global Partnership: A Comparative Analysis of UN MDG Goal 8 and UN SDG Goal 17

연구목적: 본 연구에서는 국제개발협력 분야에서 새로운 원칙과 규범으로 등장 한개발파트너십의의미에대해심도깊게분석해보기로한다. 특히유엔MDGs 와 SDGs에서 파트너십이 어떠한 의미로 사용되었으며, 어떻게 정의되었고, 그 한계는 무엇인지에 대해 분석해 보고자 한다. 연구의 중요성: 냉전체제의 종식과 세계화의 가속화, 그리고 국제무대에서의 개도국의 힘의 증대라는 주요한 국제환경의 변화는 국제개발협력 분야에도 영 향을 미쳤으며 기존의 공여국-수원국의 관계를 공여국 주도가 아닌, 보다 협력 적이고 동등한 파트너십 관계로 새롭게 규정해야 한다는 목소리가 많은 지지를 얻게 되었다. 그러나 실제 파트너십이 개발 행위자들간의 관계를 규정하는 새로 운 원칙으로 자리 잡았는지, 그렇지 않다면 그 한계가 무엇인지에 대한 비판적인 연구는 여전히 제한적이다. 본 연구에서는 유엔 MDGs와 SDGs에 포함된 글로 벌 파트너십의 개념과 의미에 대한 심층적인 비교 분석을 통해 국제개발협력 분야에서의 ‘진정한 파트너십’에 대해 의문을 제기하고 있다. 연구방법론: 본 연구에서는 여러 2차 자료 분석을 통해 개발 파트너십 등장의 역사적 배경, 다양한 정의, 개발 파트너십의 효과성에 대한 여러 이론을 소개한 다. 또한 내용 분석 방법론을 사용하여 유엔 MDGs와 SDGs에 포함된 글로벌 파트너십의 의미를 비교 분석한다. 연구결과: 주요 국제개발협력 문서에서 개발 파트너십은 매우 널리 사용되고 있 으며 개발 파트너십 개념이 행위자들의 행태를 규정하는 원칙으로서 내재화 되었 다고 주장하는 연구도 있지만, 기존의 여러 연구들에 대한 문헌 분석과 유엔 MDGs 과 SDGs에 포함된 글로벌 파트너십에 대한 본 연구의 비교·분석 결과, 국제개 발협력 분야에서 개발 파트너십은 여전히 주로 수사학적 차원에서, 원칙을 선언 하는데 그치고 있으며 실제 주요 개발협력 행위자들간의 파트너십 달성은 여전 히 매우 어려워 보인다. 결론 및 시사점: 본 연구의 분석 결과, 유엔 MDGs와 SDGs에서도 글로벌 파트 너십은 진정한 파트너십의 시대로의 전환을 의미하기 보다는 선언적인 차원에 그치고 있다. 이는 향후 개발 행위자들 간의 진정한 파트너십 달성을 위해서는 이를 위한 구체적 메커니즘에 대한 논의와 함께 원조 행위자들 간의 힘의 불균 형이라는 근본적인 문제를 다루어야 함을 시사한다.

Purpose: This study conducts an in-depth analysis on the notion of development partnership which has been emerged as a new principle and a norm in the field of international development cooperation. In particular, we analyze the meaning of partnership in UN MDGs and SDGs. Originality: Recognizing that there has been limited attempts in examining how has the principle of partnership actually affected the behaviors of various partners in foreign aid, through a comparative analysis on the meaning of global partnership in the UN MDGs and SDGs, this study challenges the notion of ‘genuine partnership’ in the international development cooperation. Methodology: Through a careful review on various secondary data and literature, this study introduces historical background on the emergence of development partnership, various definitions and approaches on the effectiveness of development partnership. In particular, by adopting a method of content analysis, we compare and analyze the meaning of global partnership in the UN MDGs and SDGs. Result: Based on the comparative analysis of the UN MDGs and SDGs on the notion of global partnership, this study finds that the notion of development partnership is limited to a rhetorical sense falling short of influencing the actual behaviors of development partners. There is still a long way to go before achieving a genuine partnership amongst various development partners, especially between recipient and donor countries. Conclusions and Implication: This study finds that the emphasis on the global partnership in the UN MDGs and SDGs does not necessarily imply the emergence of a new era of a genuine partnership in development cooperation; rather, it is limited to a rhetorical sense. This suggests that in order to achieve a genuine partnership amongst development partners, we should first take into account the fundamental issue of power inequality in recipient-donor relations.
