Major Issues and Prospects of Neuroethics: Focusing on the analysis of existing neuroethical guidelines

신경의 기능과 원리에 대한 규명이 이루어지면서 신경과학은 빠르게 발전하고 있다. 또한 이를 기초로 신경과학기술을 개발하고 활용하고자 하는 산업의 발전도 수반하여 이루어지고 있다. 이러한 현실에 반해 국내에서는 신경과학기술의 발전으로 인해 발생할 수 있는 윤리적, 사회적, 법적 문제에 대응하고자 하는 노력이 많지는 않다. 이러한 배경에서 본 논문은 신경과학기술의 연구, 개발, 적용에서 비롯되는 다양한 문제를 다루는 국외의 신경윤리 가이드라인을 시기별, 대상자별, 작성주체별, 기술별로 분류하여 소개하고, 이들 가이드라인에서 공통적인 주요 쟁점을 추출하여 쟁점별로 이들 가이드라인에서 다루는 논의와 권고안을 분석한 이후, 우리에게 주는 시사점을 도출한다.

Neuroscience is advancing rapidly as the functions and principles of nerves have been investigated. In addition, the growth of the industry to develop and utilize neuroscience technology based on this is accompanied. Contrary to this reality, there are few efforts in Korea to respond to ethical, social, and legal problems that may arise from the development of neuroscience and technology. Against this background, this article introduces overseas neuroethical guidelines that deal with various issues arising from research, development, and application of neuroscience technology by classifying them by period, subject, author, and technology, and common major issues in these guidelines. After analyzing the discussions and recommendations covered by these guidelines for each issue, the implications for us are derived.
