Study on Changes in Housing Construction Finance in North Korea

The purpose of this study is to investigate and analyze the current state of North Korea's housing construction finance, and to suggest policy implications for it. The research results are first, that the most important subject of housing construction finance in North Korea has changed from the state to donju. Second, the growth of Donju, an important player in housing construction finance, is promoting a market economy in North Korea. Third, if we ignore the disorderly growth of donjus, many national assets can be privatized when introducing a market economy through capital monopoly. Based on the above research results, the implications of inter-Korean cooperation and North Korea policy are presented as follows. First, the growth of Donju in North Korea can exacerbate the problem of housing poverty due to the polarization of the housing problem. Accordingly, South Korea needs to gradually discover joint projects in the program for securing basic housing rights. Second, it is necessary to propose and promote the residential environment improvement project for the marginalized class in the marketization accelerated by the birth of Donju as an inter-Korean cooperation project.
