중국 ‘포스트’ 개혁·개방 정책의 이론적 기초

The Theoretical Foundation of China’s ‘Post’ Reform and Opening-up Policy: Focusing on the Strategy of ‘Internal Circulation’

본 연구는 중국이 40여 년간 지속해온 개혁·개방 전략의 변화여부에 대한 해답을 찾기 위해 기획되었다. 이를 위해 경제내순환론을 기초로 제14차 국민경제 및 사회발전 5개년 규획(건의)의 내용을 주된 분석대상으로 삼는다. 연구 결과, 경제내순환론은 중국이 향후 국제정치경제질서가 중장기적으로 뉴노멀과 역세계화 흐름으로 진행될 것이라는 판단 아래 경제 운용의 중심을 외재에서 내재 지향으로, 국제 중심에서 국내 중심으로, 외순환에서 내순환으로 전환하고자 하는 이론적 기초로서 자리 잡고 있다. 이런 특징은 개혁·개방 전략과는 질적인 차별성이 있는 것이다. 따라서 중국은 이 개념에 기초한 제14차 5개년 규획을 통해 포스트 개혁·개방 시기로의 진입을 공표한 것이라고 분석된다. 아울러 경제내순환론은 2017년 시진핑 신시대 중국특색 사회주의 사상에서 언급된 사회주의 초급단계 두 번째 시기(2021-2029년)에서 경제측면의 핵심 기조이자 개념으로 자리 잡을 것으로 예상된다.

This study was designed to find an answer to the change in the reform and opening-up strategy that China has continued for 40 years. To this end, the main subject of analysis is the contents of the proposals for the 14th Five-Year Plan (2021-2025) for National Economic and Social Development, a master plan for social and economic development in China from 2021 on the basis of the strategy of 'internal circulation(domestic economic circulation)'. This research finds that the strategy of internal circulation has been placed as the theoretical foundation for China; it means that the direction of economic management in China shifts from external to internal, from international to domestic, and from external circulation to internal circulation by expecting the international political and economic order to proceed with new normal and anti- globalization in the midium and long-term. This shows qualitative difference from previous reform and opening-up strategies. Therefore, this research argues that China announced its entry into the post-reform and opening-up period through the 14th Five-Year Plan based on the strategy of internal circulation. In this sense internal circulation strategy is expected to be placed as an essential direction and concept in the economic aspect of the second phase in the primary stage of socialism from 2021 to 2029, which was mentioned in the socialism with chinese characteristics for the New Era of Xi Jinping in 2017.
